Mr. Ollendorff said this was not a titled opinion but was his understanding. <br /> <br />Mr. Sharp asked Mr. Ollendorff if this was the only solution to University’s problem with <br />Highland Homes and Mr. Ollendorff said yes. <br /> <br />not <br />Ms. Welsch said that this was the only solution, as Highland Homes did not like the <br />idea either and they are looking for other sites. Ms. Welsch said she would like to see <br />community gardening such as Clemens Garden expanded to other areas not destroy it. <br />She is in support of Ms. Brungardt’s concern. Ms. Welsch wanted also to point out that <br />Highland Homes is not the villain here as it was the City’s error. She wanted to be sure <br />the Garden residents understood this. <br /> <br />Ms. Brot applauded what she heard from the citizens. She also thanked Highland <br />Homes for their support in University City. Ms. Brot asked Mr. Ollendorff to investigate <br />more into other solutions and bring them back to the Council. <br /> <br />Ms. Brungardt wanted to know if City Manager was looking for land outside the original <br />dollar assignment. In addition, Mr. Wagner said that since Highland Homes has already <br />lost money due to this error by the City Manager, it needs to be handled expeditiously. <br /> <br />The motion carried unanimously. <br /> <br />Mayor Adams asked City Manager to find a solution. <br /> <br /> <br />AGENDA No. 9 — Additional City Hall Plaster Ceiling Work <br />Mr. Ollendorff requested approval of Change Order in the amount of $15,333 for <br />additional plastering costs. <br />Motion to approve was made by Ms. Welsch and seconded by Mr. Sharpe, Jr. The <br />motion carried unanimously. <br /> <br /> <br />CITIZEN COMMENTS ON NON AGENDA ITEMS <br /> <br />Nova Felton, 8031 Noel Ct. <br />Ms. Felton read statement on repealing the chicken ordinance <br /> <br />Deborah Carlin, 7132 Washington <br />Frank Ollendorff included a copy of her letter to Council <br />Ms. Carlin was questioning old ordinance stating construction work could begin at 7:00 <br />a.m. and end at 10:00 p.m., six days a week. She respectfully requested that the 10:00 <br />p.m. be changed to an earlier time. Secondly she wanted to know if the new ordinance <br />could include the requirement that a “Johnny On The Spot” be required at all <br />Page 7 <br /> <br />
