<br /> <br />CITY COUNCIL SPECIAL MEETING <br />MARCH 13, 2006 <br />LIBRARY AUDITORIUM <br /> <br /> <br />Meeting started at 6:06 p.m. Present were Robert Wagner, Stefany Brot, Francine Brungardt, Arthur <br />Sharpe, Shelley Welsch, Joseph Adams, Sandi Colquitt, Nancy MacCartney, Parks Director, Frank <br />Ollendorff, City Manager and a few Park Commission members. Mayor Adams excused himself from <br />the meeting at 6:20 p.m. and Ms. Colquitt excused herself from the meeting at 7:20 p.m. <br />Parks and Recreation Fees and Changes <br />Nancy MacCartney went over budget process and how she came up with fees and charges. <br />Councilmember Brungardt reported that she did not receive her budget packet until after the <br />meeting. Councilmember Wagner spoke on the budget process. Councilmember Brot inquired <br />about outsourcing of life guard training, requested a memo. One Commission member asked <br />Nancy who made recommendation of fee charges. Nancy said her and staff. Francine questioned a <br />motion from Park Commission minutes. <br />Councilmember Welsch motioned to pass Parks fees and charges. Councilmember Brungardt <br />seconded the motion. All in favor. <br /> <br />-City Manager spoke on Economic Development Sales Tax to put on August ballot and to work on <br />a process now. <br />Councilmember Brot proposed the following composition for the Economic Development Tax <br />Committee. <br />Consisting of eleven members: <br />One from each Councilmember <br />One from SBD - Loop Special District <br />One from OBA, Olie Business Association <br />One from Plan Commission <br />One from Historic Preservation Commission <br /> <br /> <br /> <br />
