Tech <br />Electronics is our ongoing telecommunications contractor on all <br />segments of our systems. <br /> <br />#2 Public Hearing Date for Chicken Permit Ordinance <br />— <br />Mr. Ollendorff recommended 6:30 p.m. on May 22, 2006 in the <br />Council Chambers for a public hearing on Municipal Code Section <br />6.04.025 Chickens – Permit Required <br /> <br />Ms. Brungardt wanted to clarify that Item #2 on the Consent calendar <br />was a pilot program which was to be reviewed after one year and <br />was not sure when it was adopted. Ms. Brot said it was adopted on <br />June 27, 2005. Ms. Brot said that there was a one year sunset on <br />the permit but there was no date when the ordinance would expire: <br />though not worded in the ordinance the intent was a one year pilot. <br /> <br />Demolition Bid 1195 Belrue Avenue <br />#3 — <br />Out of seven invitations for bids only one met specifications. <br />Commonwealth Construction’s bid of $16,719 was recommended, <br />and will be billed to this property’s owner when demolition is <br />completed. <br /> <br /> <br />Picnic Beer License 6610 Delmar <br />#4 — <br />Mr. Ollendorff recommended approval for a picnic beer license on <br />Leland adjacent to Vintage Vinyl during a special music event on <br />May 13 from Noon to 10 p.m., as approved by the U. City Loop <br />Special Business District Board. <br /> <br /> <br />Mr. Price motioned for acceptance of the Consent calendar and was seconded by Mr. <br />Sharpe, Jr. Motion was unanimously approved. <br /> <br /> <br />Alcoholic Beverage License Policy for Restaurants <br />AGENADA ITEM #2 — <br />City Council policy had been to insist on “a lengthy period of observation of the <br />restaurant operation before approving a license to sell alcoholic beverages.” In <br />recent years City Council has made numerous exceptions to this policy which is not <br />part of the city code requirements. On several occasions, according to the City <br />Manager, this policy has blocked the attraction of new high quality restaurants to our <br />community due to the investors not being willing to operate without alcoholic <br />beverages for sale by the drink. It was recommended to revise the policy on a case by <br />case system depending on the experiencew of the restaurant operators. The c <br />hange, <br />if approved, would modify or delete the lengthy period of observation before license may <br />be granted by the Council. However the applicant would still need to appear before <br />Counci lfor its approval or disapproval, upon their evaluation of reports given to them. <br /> <br />Ms. Brot requested a written report from City Manager as to exactly what is presently <br />the City’s policy, what the applicant has to prove and what the Council would need to <br />Page 2 <br /> <br />
