Regular meeting <br />May 22, 2006 <br /> <br />unanimously approved. <br /> <br /> <br />AGENDA ITEM #5 — Maryland and Westmoreland Residential Permit Parking Plan <br />The Traffic Commission reviewed favorably a residential permit parking Plan for Maryland <br />and Westmoreland from Big Bend to the Forest Park Parkway. Mr. Ollendorff <br />recommended approval only for the 7000 and 7100 blocks as specified in the City Code <br />as an ordinance amendment would be required if a third block was added. Petition hours <br />would be 7 a.m. to Noon and 7 p.m. to 11 p.m. The 7000 block of Maryland requested <br />hours 9 a.m. to 9 p.m. An ordinance amendment would be necessary to grant more than <br />nine hours. <br /> <br />Ms. Brot requested Mr. Ollendorff prepare a bill for the next Council meeting saying that <br />Council may approve parking permits for up to three blocks and twelve hours instead of <br />nine hours. Mr. Ollendorff said he would have this for next Council meeting. <br /> <br /> <br />PUBLIC COMMENTS: <br />Mary Schuman, 7006 Maryland Ave <br />Ms. Schuman spoke for the residents of 7000 block of Maryland. They are requesting an <br />amendment to the ordinance allowing permit parking only from 9 am and 9 pm. Mr. <br />Wagner spoke in support of this request. He said this is also for the purpose to prohibit <br />commuter parking by Washington University students and construction workers. The City <br />Clerk was given e-mails in support of this request. <br /> <br />Jan Taylor, 7029 Westmoreland <br />Ms. Taylor supports the twelve hour permit parking only. She also suggested putting <br />signs saying violators are subject to tow. <br /> <br />Julie Bloomquist, 7103 Westmoreland <br />Ms. Bloomquist favors the twelve hour permit parking only, especially with MetroLink soon <br />to open. She is also concerned with the late parkers for their late shifts or parties at <br />Washington University. <br /> <br />Mark Leeker (Maryland Terrace Trustee), 7103 Maryland Ave <br />Mr. Leeker said they were proactive with their concern over MetroLink parking, especially <br />on days with special events being downtown. They sought signatures for a petition to <br />restrict parking and their response has been obtaining over 75% of the residents <br />signatures. Because of varying concerns with when the parking restriction should be, it <br />was decided that the twelve hour restriction would be answer for all concerns. Mr. Leeker <br />said that the 7200 block needs to be included, otherwise the commuters will walk the little <br />extra. He also said that Westmoreland and Maryland should have the same hour parking <br />restrictions. <br /> <br />Celaste Corrado Padkery, 7006 Westmoreland <br />Ms. Padkery agreed that each street should have the same hours for parking restrictions. <br /> <br />Page 4 <br /> <br />
