<br />employees to live outside the community, while on the Council. She said there one incident <br />where the City Manager said that she did not need her vote, which she found troubling. Ms. <br />Ricci stated that if you live in the community as did Mr. Walker, you work at a higher level as <br />it is your community. Ms. Ricci stated that Mr. Wagner, Mr. Glickert and she have put forth <br />a letter of “No Confidence” in the City Manager and invited the rest of the Council to sign off <br />on it. She hoped to discuss some of these matters that are of concern that are slowing <br />down the City’s progress in the scheduled Executive Session, tonight. Ms. Ricci asked Ms. <br />Feier to get with the Council why the bond issue is on April and why it would not make <br />sense for the bond issue to be on the fall ballot. She asked the City Manager to put the City <br />employees’ classification report on the next Council agenda so it can be addressed. Ms. <br />Ricci asked the City Manager to flush out the contract she signed on March 2009 on <br />Kingsland Walk, as while they are giving us money, it was money being spent that Council <br />was not aware of and if the TIF fell through, the City would be liable for it. She asked the <br />City Manager to provide Council with the application submitted for the GFOA Extinguished <br />Budget Award, along with the reviewers’ comments from last year and this year and your <br />response from last year. She felt the feedback from the GFOA would be very valuable. <br /> <br />Mr. Crow stated that Mr. Walker was the first to give him a tour of all the projects the City <br />was involved in, when he first came aboard the Council and wish him the best of luck as he <br />moves on to incredible engaging place in Illinois. He said that the Forsyth parking restriction <br />has been lifted. Mr. Crow asked the Mayor and the City Clerk to send a letter of apology to <br />the two citizens from North and South in that they were not recognized at the appropriate <br />time to present their comments on the Dewey’s Pizza parking lot expansion. Mr. Crow <br />stated that in general he is in support of the Job Corps Program but wanted to make sure <br />we see our measurable results as we come out of recession. He stated that it all comes <br />back to how we spend our money and where do we spend our money and it comes to what <br />are the results we expect. Mr. Crow stated it would be wonderful to work with our schools <br />on this type of project. On the Green Homes project, he stated that he and Ms. Eastman <br />viewed where the project was to take place. Mr. Crow commended Mr. Price on the <br />conversation of the expansion of the Cunningham Industrial Park because that is a success <br />for U City whether it is our boundaries or neighboring community expansion of it. It would be <br />a benefit to all. He thanked the Pension Plan for the work they did for the previous Council <br />Study Session as it has far reaching ramifications. As regard to the comments of the Civil <br />Service Board, Mr. Crow thought it would be appropriate for us for us to have the head of <br />the Civil Service Board come and talk to us. Mr. Crow thought it would not be difficult to get <br />Mr. Greiman to come and talk in his capacity as the head of the Civil Service Board so that <br />we get a greater clarity as to what is going on rather than from a variety of different opinions. <br />Mr. Crow said it was difficult for us to retain and attract an employee if there is an <br />opportunity for our employees to be publically excoriated in open session. He felt personnel <br />items are for Executive Session and on that note he was prepared to go into Executive <br />Session <br />. <br /> <br />Mr. Price stated that he found it ironic that people want to determine when the public can <br />vote. He believes the fire trucks were needed and were already postponed and we need to <br />move forward. Mr. Price hoped the information given to the public is factual and not <br />sensationalized that would make people vote against their own self interest. <br /> <br />Ms. Ricci stated that some on Council and the City Manager don’t understand that this is all <br />public because there is no response from administration when asked. Ms. Ricci stated that <br />when she does not get a response, she has no choice but to make it public. She stated she <br /> <br />
