To: Honorable Mayor Adams and Council
From: Julie Feier, City Manager
Date: January 22, 2010
Subject: Weekly Update
fleet presentation on February 1at 6:30 PM in the Council
We will have our second
Chambers
. Following the fleet consultant, staff will provide additional financial
overview and record public comments. The fleet presentation is attached for your
advanced review. Staff will also be available afterward to field questions.
The City Council approved issuing general obligation bonds for several capital outlay
Proposition P
needs on the April 6, 2010 ballot, . The total amount of bonds to be
issued is $3,000,000, which includes $47,500 for the estimated cost of issuing the
bonds. These bonds will be paid back through an estimated property tax levy of $0.06 -
$0.08 annual levy. For comparison purposes, the 2009 total annual levy for residents is
th
$7.2252 to all governmental entities, thus this extra levy will be approximately 1/100 of
the levy. The 2009 residential property tax levy for all entities was $7.23. The increase
for the bonds would be about 1% of the total property tax bill. On a $200,000 home, this
would be an increase of approximately $30 per year. The passage of these bonds
requires a four-sevenths (4/7) approval from residents. The items to be constructed or
replaced are:
2 Fire Pumpers
- The City is in need of replacing two fire pumpers. These
pumpers are models from 1996 and 1999 and are at the end of their estimated
useful life (10 years) and are used daily. These large vehicles are the lifeblood of
the department in that they transport water, medical and fire equipment and
firefighter paramedics to the emergency scene.
New Fire Station Furnishings and Equipment
- The City has received a grant
to construct a new fire station and the City is setting aside $200,000 from this
bond issue for furnishings and equipment of the new fire station.
Renovation of Old Fire House for Police Department Use
- With the fire
department moving out of the old fire station at the City Hall complex, the City will
use the remaining bond funds, approximately $1,500,000, to renovate the old fire
station to provide expanded and improved facilities for the police department.
The Chiefs will both be in attendance at the January 25 session to field any additional
questions.
