Session 1731, Minutes 7
August 31, 1998

claimed that the building contractor, Mr. Goffstein, employed inferior building practices
that were causing their neighbors to be left with unsatisfactory projects. She asked that
the City hold up on further building permits to Mr. Goffstein until he solves all of his
current problems and gives evidence that his work will be better and his word will be
abided by.

Ms. Joan Botwinick, 511 Westview Dr., lives down the street from Ms. Sachar. She has
watched the progress of the house that is going up. Her major concern is with the
change of the neighborhood. She moved here fifteen years ago, because of the
beautiful, small brick homes and nice streets and trees. The character of the
southwestern portion of University City is changing, and not for the better. She can not
believe that University City would be supporting a builder like Mr. Golfstein. He is a
man who does not abide by the rules, does not build well and lastly, does not respond
to his customers. This practice does not bode well for University City. She asked that
the City monitor Mr. Goffstein better and possibly help change the situation.

Ms. Jacqueline Woodson, 962 Briarwood Lane, is here to express her concern about
the entrance to her street. They had a brick wall to screen the backyards of the three
houses. The wall has eroded over the years and finally fell last year. Now, the
backyards can be seen, which is not a pleasant sight. She requested the City's help in
replacing the wall. She said that the homeowner's on the block are very willing to help
in getting shrubbery and flowers to place along the wall.

Mr. Tony Patti, 954 Briarwood Lane, said that no one on the block seems to have any
responsibility for the wall that fell down, so it was decided to ask the City for help.
Shortty, after he moved into his home they received new curbs on their street. In the
process of replacing the curbs, the street was torn up quite a bit and hastily patched.
They would like to see that fixed. They also have a very, very old street sign that is
hidden by a bush which is non reflective. It is very difficult to see at night. They would
very much like to see this sign replaced.

Mr. Munkel wished to respond to Ms. Sachar and Ms. Botwinick, by asking the City
Manager to have the Planning Department investigate the allegations, not for the denial
of permits, but for the inspection process of our building inspectors. If there was inferior
work, our building inspectors would have had to approve them at some point.

Mr. Lieberman said that he understands the situation, but someone contracted with Mr.
Goffstein, not the City. He suggested that the neighborhood contact the Better
Business Bureau. If he is a problem, then the BBB should be made aware of it, so that
in the future, anyone calling the BBB, would get this derogatory information. The City
