Session 173 I, Minutes
August 31, 1998

AGENDA #6 - KAUFMAN PARK GREEN CENTER LEASE:

Mr. Ollendorff recommends approval of a lease dated September 1, 1998 between
University City and the Friends of the Green Center. The lease covers the southwest
quarter of Kaufman Park including a house and 1,8 acres of land. The City Council has
previously approved in principle the concept of a Natural Laboratory and Cultural
Gathering Place. The lease spells out the improvements which will be carried out by
the Fdends of the Green Center and all appropriate terms and conditions including $1 a
year rental with all development, maintenance and operating costs paid by the Green
Center. The minimal current costs to the City such as mowing and water bills will be
phased out as the Green Center organization takes over various aspects of the
property and begins their program of improvements. It should be noted that the
operations will be carried out in conjunction with properties at Ruth Park Woods and
Bdttany School. Approval of this lease will signal the beginning of a major fund raising
effort necessary to carry out the well thought out improvements and to initiate the
exceptional programs anticipated by the Friends of the Green Center. We urge all
citizens to support this effort.

Mr. Munkel moved approval. Mr. Schoomer seconded the motion.

Mr. Lieberman asked Mr. Ollendorff what kind of expenses would the City encumber in
relation with this lease. Mr. Ollendorff said that there were no ongoing expenses per
Council instructions. The current expenses will be phased out over the next few to
eighteen months. One is mowing the grass areas until the organization starts to
construct the gardens and then they will have the full maintenance responsibility. The
City will pay the water bill until they separate the house and grounds from Kaufman
Park. The City will be paying and monitoring the security system for them until the end
of this calendar year. He believes that these are the only costs, which will be phased
out.

The motion passed unanimously.

PERSONNEL REPORT:

MayorAdams noted receiptofthe personnelreport ~rthe weekending August21,
1998.

CITIZEN COMMENTS:

Ms. Nancy Sacbar, 8044 Lafon Place, read a letter which stated her and her neighbor's
concerns about the building of larger residential homes in her neighborhood.
