Mr. Ricci asked that anything on the City Manager’s Report portion of the agenda be more <br />descriptive and note whether a vote of the Council is requested, required or asked for. Ms. <br />Ricci also asked that the next agenda have the Budget Transfer Authority on it. She also <br />questioned the proclamation to be given to John Mulligan. <br />Mayor Adams stated that proclamations are Mayoral Proclamations and he is the one to <br />decide if the proclamation will be on the agenda. He noted that a proclamation does not <br />need a vote. <br />Mr. Glickert stated that he was not aware of the proclamation until the Friday evening <br />before the Monday meeting.
