GENERAL CORRESPONDENCE <br />The Loop Special Business District <br />ANALYSIS <br />Property Information <br />The subject proposal is on the first floor of a three-story commercial building <br />constructed in 1967. According to St. Louis County records, the 2009 appraised value <br />of the property is $2,500,000. The building is in fair condition and has no outstanding <br />violations with the Department of Community Development. The first floor was formerly <br />the site of Blockbuster Video.It has been vacant since June 2009. <br />Project Description <br />The applicant is proposing to operate a restaurant, Ginger Asian Bistro, on the first floor <br />of the building. The proposed restaurant will offer Pan-Asian style food, a bar and <br />entertainment, as well as private dining rooms.The applicant projects that the business <br />will generate 35 new jobs, both full and part-time. The hours of operation will be as <br />shown below: <br />Restaurant <br />Sunday – Thursday 11:00 am – 9:00 pm and midnight depending on seasons <br />and events <br />Friday – Saturday 11:00 am – 9:00 pm and midnight depending on seasons <br />and events <br />Bar/Entertainment <br />Sunday – Thursday 11:00 am – 1:00 am <br />Friday – Saturday 11:00 am – 2:00 am <br />The proposed dining area will seat approximately 210 guests unless otherwise <br />determined by the fire code. The kitchen will be roughly 2,000 square feet, the dining <br />area around 4,000 square feet. <br />Zoning Code Analysis <br />The subject property is located in the CC – Core Commercial District. Restaurants are <br />a permitted use in the CC – Core Commercial District. However, Section 34-37.6 limits <br />first floor commercial uses to retail. All other uses, including restaurants, require a <br />conditional use permit. <br />Section 34-94 Minimum Required Off-Street Parking and Loading Spaces does not <br />apply to any reoccupancy of existing buildings or structures in the CC – Core <br />Commercial District.
