convenience; will not cause substantial injury to the value of neighboring property; is <br />consistent with the planning and development policies of the City; and will provide off- <br />street parking and loading areas in accordance with the standards contained in Article 7 <br />of the Zoning Code. <br />Other <br />The Loop Special Business District was contacted about the proposed development. <br />They have not stated any objection to the proposal. <br />RECOMMENDATION <br />Staff Recommends Approval with the following conditions: <br />1. Outdoor dining areas and displays of merchandise shall be prohibited between <br />November 15 and March 15. During this period, all portable furniture and fixtures <br />associated with outdoor dining (on-premises or on public sidewalks) shall be <br />stored within completely enclosed buildings. Outdoor dining shall be arranged in <br />such a way so as not to inhibit the safe movement of pedestrian traffic along <br />public sidewalks. All furniture and fixtures, located on public sidewalks shall be <br />entirely portable. <br />2. Outdoor displays of merchandise shall be permitted only on private property <br />located between the frontage of a ground floor premise and the nearest public <br />right-of-way. <br />3. A sign permit will be required prior to the installation of any signage by the <br />tenant. <br />4. If any landscaping is to be installed, a detailed landscaping plan shall be <br />submitted to the director of planning for approval, in conjunction with a review by <br />the city forester. Landscaping shall be installed and maintained in accordance <br />with the approved plan. <br />5. A liquor license shall be obtained in accordance with the University City <br />Municipal Code prior to the sale of any liquor or operation of the bar. The hours <br />of operation for the bar and the hours in which alcoholic beverages may be sold <br />shall conform to the hours set forth in the liquor license. <br />6. A detailed construction traffic control and parking plan should be submitted to the <br />director of planning for approval. Said plan shall set forth details pertaining to <br />worker and resident parking during all phases of the proposed construction.
