Regular Session
June 5, 2006

suggested by the Comprehensive Plan. She felt that the semi-colon in this description connects the
prohibition of no farther institution use of the 8600 block of West Kingsbury. Ms. Brot said that when
a couple of residents met with Mr. Walker and Mr. Ollendorff, they were told that this was the
language that should be used. Ms. Brot asked Mr. Ollendorff to pass an idea on to Charles Deutsch,
the owner of Gatesworth, # One. In place of the three remaining homes, immediately west of the
Gatesworth, she suggested three free standing retirement condos connected to the Gatesworth by
allowing its residents to use the services offered at the Gatesworth. In this manner the South side of
Wet Kingsbury would remain residential. Ms. Brot stated that she would vote for the Comprehensive
Plan with the understanding that this section go back to the Plan Commission that this section go
back to the Plan Commission for clarification. Mr. Wagner requested that line 18 clearly states that
no farther institutional use be permitted on the 8600 block of West Kingsbury. The other amendment
was #9 and wants it reconsidered by the Plan Commission, as an IRB Commission is presently in
existence.

In addition, Mr. Wagner would like the language reconsidered by the Plan Commission about the
residential Infill Review Board (IRB), as the Council has already passed an ordinance setting up an
IRB. Furthermore, Mr. Price wanted the Plan Commission to insert that there would be no use of
eminent domain along Olive Boulevard.

CITIZEN COMMENTS:
Robert Kuhlman, 8670 West Kingsbury
Mr. Kuhlman requested line #18 go back to the Plan Commission for clarification, as he had
previously talked to Mr. Ollendorff who had assured him that there would not be any attempt by the
City to rezone this area from residential to institutional.

This new Comprehensive Plan was accepted by voice vote with one Nay from Mr. Price, with the
understanding that the few discussed items would be sent back to the Plan Commission for review.

AGENDA ITEM #6 — Centennial Commons Discount for School Employees
Mr. Ollendorff reported the City and School District have agreed to offer all the District’s employees a
substantial corporate discount on Centennial Common’s annual membership fees. Mr. Ollendorff
said that this Centennial Common’s corporate discount gives the same discount as they had
previously for the pool. He felt this new corporate discount was a solution, rather than giving a
special discount to one group.

CITIZEN COMMENTS
:
Jen Jensen, 706 Pennsylvania
Ms. Jensen, said she was here to speak on the issue of opening the pool to non-residents as
mentioned on the second paragraph of Mr. Ollendorff’s agenda. Mr. Ollendorff said that it was not on
the his agenda this evening to discuss the non-residential use of the pool, but it would be on the next
City Council meeting. Ms. Jensen requested that Mr. Ollendorff wait and to see if thos with a
Centennial Commons membership increased their use of the pool. Ms. Jensen said that she wanted
to speak to it tonight, as she could not be here for the next Council meeting. She said in 2004, the
Park’s Commission recommended to the Council not to open the pool to non-residents; yet, here it is
again at the City Manager’s recommendation. She stated that the pool was crowded on opening day
this year and that was without non-residents. She again asked the City to keep the pool closed to
non-residents.

Mornie Claunch, 7415 Canton
Ms. Claunch has been a U-City teacher for seven years. Her daughter attends Delmar Harvard.
Page 4
