<br />To: Honorable Mayor Adams and Council <br />From: Julie Feier, City Manager <br />Date: February 12, 2010 <br />Subject: Weekly Update <br />On Wednesday, February 10, SEMA informed us that FEMA has placed all new <br />grant projects on hold until further notice <br />. FEMA is waiting for Congress to pass a <br />resolution to allocate more funding for their grant projects before they can move forward <br />on approving any new grant projects. We made an inquiry on when a decision might <br />be made. SEMA indicated that no one (including FEMA) has any idea when Congress <br />might make a decision on the funding request. On Thursday, February 11, we asked <br />SEMA was University City’s application considered a “new application” since we <br />submitted our application in June 2009, more than 6 months ago. SEMA indicated that <br />FEMA considers a new grant application any project that has not received approval <br />from FEMA. Currently, FEMA has 20 applications that are impacted by the hold. <br />Regarding East West Gateway’s Regional Hazard Mitigation Plan, the plan has not <br />been approved by FEMA. East-West Gateway informed us that the mitigation plan may <br />be approved by the end of February but there is no guarantee. However, SEMA <br />indicated that even if the Mitigation Plan were approved by FEMA, unless Congress <br />gives FEMA the requested funding, University City’s project would still be on hold. <br />County Council Woman Erby and Congressman Clay are already working to assist us <br />with the halt in funding. We will continue to monitor this project and keep you updated. <br />Letters were delivered to the impacted residents today. <br />FY 11 budget submittals <br />The Department Directors are compiling their . If Council has <br />any suggestions they would like incorporated in the budget planning process please <br />forward me your suggestions and ideas in the next two weeks as departmental <br />meetings will begin at the end of the month. <br />draft Prop P Q&A <br />The was provided to Council for comment on January 29. I have <br />Wednesday, <br />provided a revised February 12 draft for your review and comment by <br />February 17 <br />. A resident forwarded Council correspondence dated January 14 and 30, <br />and February 1 and 8, 2010 expressing his concern about following proper campaign <br />disclosure reporting requirements for Proposition P. As you know, Proposition P <br />authorizes the issuance of general obligation bonds in the amount of $3,000,000 for the <br />purpose of replacing two fire pumpers, furnishing and equipping a new fire station, and <br />expanding and improving the old fire station for use by the Police Department which will <br /> <br />
