about joining that IGA, which is under state law not a private organization as North
Central. He said he talked to the police chief and the sergeant in charge of the call
center gave the dispatch system thumbs up and wanted to stay with it. He said it has a
CAD system and a record management system and the vendor could provide a rip and
run which is liked by the fire department. North Central had software for medical
information but Mr. Pace noted that there was software available that could have been
added for that and also for vehicle location and felt that all options were not explored
before outsourcing
Elsie Glickert, 6712 Etzel
Ms. Glickert, ditto’d what the previous speaker said and said that U City had three
dispatchers for 37,000 people and North Central has four dispatchers for 17
municipalities and fire districts. She wanted to address what the fire chief said at the last
meeting and felt he was very threatening by talking of the dire strait the trucks were in.
Ms. Glickert stated that the Chief said the company that made the fire trucks was no
longer in business but he failed to mention that the company was bought by another
company in Roxanna, Illinois. She said if we are dealing with honesty and integrity that
should have been mentioned when he gave his presentation. Ms. Glickert said the
equipment is available, the parts are available and there is no reason why we should not
be dealing with this company. Ms. Glickert said she was told they could create a pumper
in three or four months. She questioned the credibility of the fire chief with his
presentation.
M.COUNCIL COMMENTS
Mr. Glickert apologized for calling Mayor a dinosaur.
Mr. Price said all the youths are excited about the Job Corp program and the adults are not.
He doesn’t understand why people dislike youth. Mr. Price said he will continue to be a strong
advocate for the youth and not to convolute the Home Repair program as they are separate
and both were approved tonight. Mr. Price stated that we are going to make University City a
beacon for the youth and the same thing for the seniors. He said his frustration is that Council
has not dealt with anything that needed to be dealt with. Mr. Price said that any strategic
strategy as the plan for Olive Street Rd has not been dealt with everything else has been
discussed, auditors, lawyers, legal opinions. The Council should be dealing with a strategic
focus on getting all residents to recycle. His frustration is getting here at 5:30 and leaving at
11:00 and none of this is being discussed. The last item was the sales tax issue given by Ms.
Watson was a serious issue. The issues of how to grow the populations as starting the green
houses in the northeast section, buying vacant lots as we need people, but again the Council is
not strategically talking about it. The last item Mr. Price was going to deal with was the seniors
and felt the City had an obligation to help them and improve the services they get. Mr. Price
stated that if people think I am out of order he will be out of order if it is help kids or seniors, we
need to grow the population, we need to recycle we need to move forward on the Olive Street
development and deal with the sales tax issue that is not going away. He said in spite of the
nay-sayers the U program is going to be a beacon for the country.
Ms. Ricci reminded everybody to fill out their census report. She has some concerns about the
language in the brochure for the bond issue, as it still sounds like it is advocating, which is a
violation of the Missouri Ethics Commission rules. She asked that her weekly handouts be
made part of the record. She noted that on the back page that the National League of Cities
was a pilot program designating four cities for project of helping disconnected youth obtain jobs
11
