<br /> <br />MINUTES OF UNIVERSITY CITY COUNCIL <br />November 16, 2009 <br /> <br /> <br />At the Regular Session of the City Council of University City held in the Chambers of the City <br />Hall, on Monday, November 16, 2009, Mayor Joseph Adams called the meeting to order at 6:30 <br />p.m. In addition to Mayor Adams, the following members of the Council were present: <br /> Mr. Byron Price <br /> Ms. Lynn Ricci <br /> Mr. Robert Wagner <br /> Mr. Terry Crow <br /> Mr. Michael Glickert <br /> Mr. Arthur Sharpe, Jr. <br /> <br />Also in attendance were City Manager Julie Feier and City Attorney John Mulligan. <br /> <br />C. PROCLAMATION <br /> <br />D. APPROVAL OF MINUTES <br />1. October 26, 2009, Study Session minutes were moved for approval by Mr. Wagner, and <br />were approved unanimously. <br />2. October 26, 2009, Regular Session minutes were moved for approval by Mr. Glickert <br />and were approved unanimously. <br /> <br />E. APPOINTMENTS <br />1. <br />Jack Breier was nominated to the Urban Forestry Commission by Terry Crow, seconded <br />by Mr. Wagner and was approved unanimously. <br />2. <br />John Douglas was nominated to the Library Board by Terry Crow, second by Mr. <br />Wagner and was approved unanimously <br /> <br />F. SWEARING IN <br />Deborah Arbogast was sworn in to the Library Board <br /> <br />G. PUBLIC HEARINGS <br /> <br />H. CONSENT AGENDA <br />1. <br />Pershing Traffic Signal – As lowest bidder, Reinhold Electric was awarded the contract <br />at $69,762.63 of which the City’s portion is 20 percent. <br />2. <br />Single Stream recycling vendor contract was awarded to Smurfit Stone. Demand for <br />recyclable materials is lower and the market value for these materials has declined. <br />Vendors did not offer a fixed price this year and will range monthly based on a percentage <br />of the prevailing industry commodity pricing. <br />3. <br />Annual tire bid was awarded to lowest bid of $29,499.56 from Cross Midwest Tire. <br />4. <br />Fire Station design was awarded to Archimages for architectural and engineering <br />services. The cost of these services shall be reimbursable by the grant. <br /> <br />Mr. Price moved to approve the consent calendar, seconded by Mr. Wagner and was <br />approved unanimously. <br /> <br />I.
