<br />Mr. Wagner stated the clarification he would also like to have is the total budget we are <br />going to look at. He would like to know what programs are not going to be done if we pick a <br />couple of these to go ahead with. <br /> <br />Mayor Adams said that there are times when you need to go for pilot projects, since the City <br />has a reserve greater than projected. He said you must have faith in the future. <br /> <br />Mr. Price asked Ms. Feier to segment all findings by date as to when it was given to Council. <br />He felt that many questions asked today were already answered. He asked the City Clerk <br />to segment all minutes by dates dealing with youth initiatives. He asked the funding level <br />to be at $100,000 allowing $25,000 of it for any matching funds that might be needed. Mr. <br />Price altered his motion to say the funding level will start at $100,000. and the questions <br />that Councilmembers have, be submitted to Ms. Feier and she can with her staff and the <br />school district can discuss grant possibilities and bring it back at the next meeting. Mr. <br />Sharpe agreed with this as a second to the motion. <br /> <br />Mayor stated that a vote to move forward would include the funding amount of $100,000. <br />The motion was approved with two NAYS from Mr. Glickert and Mr. Wagner. <br /> <br />9. <br />Ballot Initiative for April, August or November <br />Ms. Feier stated that there would not be any additional cost if on the April ballot, as it was <br />already scheduled for the Municipal election. She noted the August and November would <br />be anywhere from $20,000 to $40,000. Ms. Feier noted that the only additional cost <br />postponing it, could be repairs to the pumpers. The ordinance before Council this night was <br />for the April election. <br /> <br />Mayor Adams stated that the bond issue is a public safety issue, buying fire equipment and <br />furnish a new fire house. <br /> <br />Mr. Crow stated that he is not opposed to public safety but based on his conversation with <br />staff he did not feel there would be an increased safety risk if the ballot was on the August <br />election. <br /> <br />Mr. Sharpe stated he would like it in April, as we are talking about Public Safety and there is <br />no additional cost to have it on April’s ballot. <br /> <br />The City Clerk Joyce Pumm stated that the April election cost the city $16,000 to $18,000 <br />for the Municipal election, so any other issue on the ballot would only have an additional <br />expense of running a longer advertisement. The range given to her for the August and <br />November election was around $22,000 and St. Louis Board of Election can estimate it <br />pretty close to what it will actually cost. <br /> <br />Mr. Sharpe asked that if it would not pass in April could it be back on the August ballot. Ms. <br />Feier stated that it would be possible but not a popular thing to do. <br /> <br />Mr. Glickert agreed with Mr. Crow that August would be a better time to have this ballot <br />initiative. Obviously we have an audit coming up and hopefully it will be completed by then <br />to give us a clearer picture of where we stand. Ms. Feier stated that the audit would not <br />occur for at least six months and then it takes two months to perform.
