must be a department head, therefore must be a resident of U City because the Deputy <br />City Manager takes the City Manager’s place in his/hers absence. All department heads <br />should live in University City, not by Charter but by ordinance which was adopted in May <br />1979. There was a Supreme Court ruling at that time giving the municipalities the right <br />to that policy. Ms. Glickert stated she would hope this is upheld. There is a variance but <br />it is with Council approval not solicited individually. Ms. Glickert stated that there was a <br />legal opinion in the 1990’s stating that University City’s logos cannot be used in <br />campaign material. Neither the school district candidates nor the U City candidates <br />should use the U City logo. She also asked that every new member to the Boards or <br />Commissions be given a copy of the Charter. Ms. Glickert’s other concern is the <br />outsourcing of the fire district communications. She noted she did receive the letter from <br />the City that was requested but there were two omissions. The letter was not dated and <br />she noted that her question was not answered. She asked when was the discussion on <br />the City Council floor held concerning the outsourcing of the fire calls. Ms. Glickert <br />asked if the City knew the address of where the calls are now being routed to. She <br />noted that it was not in the contract. Ms. Glickert stated that she found out that there are <br />17 counties in North County involved. She said they have four dispatchers for 17 <br />municipalities when we had three for one municipality. Ms. Glickert stated that what she <br />sees here is unionism by the fire districts. She noted that a study was done in 2003 and <br />not adopted until 2009. Ms. Glickert asked that this be brought up again. <br /> <br />Rod Jennings, 1306 Mr. Olive <br />Mr. Jennings invited everyone to attend the Martin Luther King celebration on January <br />17. He noted that he was a youth with a job in University City and a youth counselor <br />with the Youth Resource Center in University City after school, so he knew the <br />importance of having something for kids to do after school. Mr. Jennings stated that he <br />is still working on the UHelpU repair program for the seniors, disabled and low-income. <br />At the next Council meeting he will have details on the structure and a mission <br />statement. He thanked the Council for their support of the U City Alumni Association. <br />Lastly Mr. Jennings thought about commenting on the personal attacks against him but <br />he will not use retaliation for these actions. He asked that if you are running for office or <br />a registered voter, to sign a unity contract and stop making attacks and make some <br />impact on this city instead. <br /> <br />M.COUNCIL COMMENTS <br />Mr. Wagner noted the first parking lot with a permeable design that will reduce runoff which end <br />up in the rivers and reduces the contaminants that it carries. Mr. Wagner congratulated the <br />employees of the year, Ken Morgan and Don Humphrey. He stated that they have done <br />wonders for the Ruth Park Golf Course and Driving Range. Mr. Wagner congratulated John <br />Mulligan for his recognition in the Missouri Lawyer publication as one of the attorney that made <br />a memorable mark in 2009. He offered Parks’ Director Nancy MacCartney congratulations for <br />bringing home yet another Municipal Park grant. <br /> <br />Mr. Glickert echoed Mr. Wagner’s approval of the permeable parking lot by the post office and <br />looks forward to seeing the Tivoli lot when it is completed. He noted that at the last Council <br />meeting he had asked for an action plan dealing with the directors that do not live in the City, <br />he wanted to remind the City Manager again to start working on it. Mr. Glickert stated that it <br />was not going to go away and it needs to be addressed. <br /> <br />Mr. Sharpe thanked the City for the written responses that citizens received when addressing <br />the Council at their meetings. Ms. Feier stated she only sends responses when asked to do so <br /> <br /> 14 <br /> <br />
