RESOLUTIONS <br />1. <br />Resolution 2010 – 1 University City’s willingness to participate in a pilot project for <br />double-decker busses in the Loop area. <br /> <br />L. CITIZEN COMMENTS <br />Paulette Carr, 7901 Gannon <br />Ms. Carr stated that she had requested to speak during the City Manager report but was <br />not acknowledged until the very end. She maintains that voting on the City Manager <br />report of the agenda is in violation of the Sunshine Law as they were not separated out <br />as action items. She said this will be noted to the auditors. Ms. Carr stated that without <br />being properly noticed, votes should not be taken on City Manager’s report items, <br />especially to expense city money. She said money being spent needs a resolution or an <br />ordinance according to the Sunshine Law. Ms. Carr read her thank you letter to the <br />petition signature collectors and submitted it to the City Clerk. She noted Mr. Price in <br />particular to let him know that there were more than 2900 signatures which were more <br />signatures than what voted for him in the last election. It was done in four months and <br />should not be taken lightly. <br /> <br />Richard Dockett, 6844 Crest Ave <br />Mr. Dockett was in support of Mr. Price’s proposals and in moving U-City forward. <br /> <br />Trish Fontana, University City School District, living in Creve Coeur <br />Mr. Fontana is the new learning support liaison for U City school district. She explained <br />that this is a newly created position to address the barriers to academic success, dealing <br />with challenges as truancy, behavior, lack of support and lack of strategies by the staff. <br />She is also to improve community involvement and that was why she came to the <br />meeting. Ms. Fontana noted that success should be carefully defined. She noted that <br />studies have shown that each high school drop out will cost the taxpayers $100,000 over <br />their life time. Ms. Fontana asked the City to pass an ordinance that would deal with <br />school truancy. <br /> <br />Sara Davoli, 7378 Milan Ave. <br />Ms. Davoli stated that the street lights were out along the whole 6500 block of Crest Ave. <br />The residents burned all their outside lights during this period for their safety concerns. <br />She was asking her Councilmembers to contact Ameren UE to see what the delay is and <br />a time frame as to when they will be back on and to seek a rebate on the electric not <br />being used by the street lamps but rather the residents. Ms. Davoli said that attempts <br />were made to contact Ameren UE and their Councilmembers, both to no avail. She <br />believed some Councilmembers were too busy with special interest projects to <br />effectively do their jobs. <br /> <br />Jorge Wallace, Earnest Carter, Ronald Scott, Diarra Morris, Cynobia Johnson, Shawn <br />Whelley, and Kimberly Collier left and did not speak. Jan Adams withdrew her request <br />to speak. <br /> <br />Elsie Glickert, 6712 Etzel <br />Ms. Glickert stated that U City’s Charter was adopted on February 4, 1947, giving us <br />Council Manager Government, not City Manager Government. The people own the city. <br />The City Council is elected as the residents’ stewards, who hire the City Manager who is <br />responsible to seven people on the Council, each one being equal. By Charter the City <br />Manager must live in University City. By Charter we have a Deputy City Manager who <br /> <br /> 13 <br /> <br />
