Park’s Director the power to waive fees, but has been very staunch in the past several years <br />not to waive any, as the City has been dealing with a budget shortfall. <br /> <br />Mayor Adams asked Ms. Feier if it was a City function, have not the fees been waived. Ms. <br />Feier agreed. <br /> <br />Mr. Crow stated that Council continues to talk about partnering with the City schools and <br />working to make our City unified is one more example of moving forward by allowing the <br />Alumni Association to use the City’s park. <br /> <br />CITIZEN COMMENTS <br />Marilyn Williams, 1534 North & South <br />Ms. Williams was a past U City Alumni Association secretary and was present to represent <br />the Alumni Association. She read the Alumni Association Mission statement and stated that <br />the association is constantly attempting to sustain and improve their relationship within the <br />community as well as develop new ones. Ms. Williams said there are thousands within the <br />area and want to challenge them to become servants and participants within the community. <br />The picnic was the association’s largest forum which allows them to gather as well as to <br />distribute information regarding the city, the school district and the association’s goals and <br />events. The high school also offers opportunities for alumni to serve and invest in the <br />community through its students. <br /> <br />Mayor Adams called for a voice vote for the motion made by Mr. Sharpe, to waive the fees <br />not to exceed the amount of $1,500 for the University City Alumni Association’s annual <br />picnic was passed by a majority with NAY votes from Mr. Wagner and Mr. Glickert. <br /> <br />3. <br />Qdoba requested to downgrade their liquor license from a full liquor license to one for Malt <br />Liquor only. <br />Mr. Price moved to approve, was seconded by Mr. Glickert and was approved unanimously. <br /> <br />4. <br />UHome UCity Green Homes <br />Ms. Feier asked for Council’s approval to go ahead with the purchase of a couple of <br />properties. The City Manager stated that the City is progressing with the research on the <br />property and is not sure if funds needed to be allocated but something that could be <br />discussed in the next fiscal year. <br /> <br />Mr. Price stated that he requested additional information on November 19 when Ms. <br />Eastman prepared a proposal of alternative options to purchase more vacant lots. He said <br />that the time to buy is when things are bad not when they get good. Mr. Price stated that <br />there were five lots owned by St. Louis County: 6615 Crest, 6628 Etzel, 6508 and 6510 <br />Bartmer and 6640 Chamberlain for $2,500 each with costs not to exceed $10,500. Mr. <br />Price stated he talked about buying homes for rehabilitation at the last Council session and <br />would like to move forward with these purchases. He noted for people asking the City to be <br />fiscally responsible; how could the City not be more fiscally responsible than buying at rock <br />bottom. Mr. Price motioned to approve the purchase of five County owned lots and was <br />seconded by Mr. Wagner. Ms. Feier stated that now would be the time to purchase lots <br />placed next to existing City owned lots as 6633 Bartmer and 6628 Crest. The Bartmer lot <br />was appraised at $8,100 and the Crest lot at $5,700 with fees and titles to come to $16,100. <br />Ms. Feier stated that she needed a motion to do the research and clear the titles and she <br />would then bring back to the Council, which could cost approximately $10,000.
