It needs Council approval <br />because the addition exceeds 1,000 square feet. <br /> <br />Mr. Glickert moved to approve, was seconded by Mr. Sharpe and was approved <br />unanimously. <br /> <br />2. <br />University City Alumni Event. Council’s approval to waive fees for the next annual <br />University City Alumni event not to exceed $1500 was requested. The City Manager stated <br />she covered it with marketing funds for the 2009 event. The City Manager is asking for the <br />Council to waive the fees up to $1,500 for the event in 2010. <br /> <br />Mr. Sharpe moved to approve and was seconded by Mr. Price. The motion was approved <br />by a majority with two NAY votes from Mr. Wagner and Mr. Glickert. <br /> <br />Mr. Glickert asked the City Manager for clarification of “the waiving of the fees.” He asked if <br />this was the permit anyone would get for access to U City facilities at a park or was it just a <br />donation to the U City Alumni organization. Ms. Feier said you could cut a check to them for <br />$1300 or waive the rental fees as pavilion and ball field rentals. Mr. Glickert noted that <br />recently another 501C3 not-for-profit organization asked to waive the fees for City Hall <br />chambers rental. He noted that in the past, rental fees have not been waived for non-profit <br />organizations and they have paid full revenue. Therefore he is very concerned about <br />waiving a fee or giving anything away to the Alumni Association because of it being a not- <br />for-profit organization. Mr. Glickert stated that if we do it for them we will have to do it for <br />every other 5013C that applies. As an alumni, he agreed it was so popular that they had to <br />have two police cars directing traffic. He suggested that they pass a hat around asking for <br />25 cents to park and this would have funded the event. <br /> <br />Mr. Sharpe said that waiving a fee is not using City money. It is just not collecting a fee for <br />the City. Mr. Sharpe thought it was marvelous for the City to do something for the Alumni <br />Association and at some time they may be able to do something for the City. <br /> <br />Mr. Price stated that three of his children graduated from U City High and the fourth is <br />presently a sophomore at the high school and he is in full support of this event. In answer <br />to Mr. Glickert he stated that University City Alumni Association is not some outside entity <br />that just dropped in. Mr. Price said that you start at home in trying to attract people to <br />University City and cannot see rejecting your own alumni association. He stated that we get <br />a lot more by actively supporting resources and getting involved to make it better each year. <br /> <br />Mr. Wagner stated that he did not think it was rejecting the organization to say that we are <br />going to apply the same rules to them as we would to any other not-for-profit organization. <br />Mr. Wagner asked for clarification from the City Manager as to how much the fee was. Ms. <br />Feier stated that last year it was $1,100 and to be safe for 2010 she capped it at $1,500. <br />He asked how the fee was determined and Ms. Feier stated that it depended on what <br />facilities they were using and what was needed. She stated that the facility was Heman <br />Park and the Park Director could waive the fees, but since Council previously discussed <br />this, Ms. Feier was bringing it back for Council’s approval. Mr. Wagner asked what the <br />policy of the Director Ms. MacCartney was and she said that they generally do not waive <br />fees. Mr. Wagner stated that the Park Commission has worked diligently on setting up the <br />fee structure and wanted to know if the Council was going to override what they have done. <br />Ms. Feier stated that the commission has set up the park fee structure and have given the <br /> <br /> 2 <br /> <br />
