<br />Mr. Wagner moved to accept the budget transfer resolution and was seconded by Mr. <br />Sharpe. It was passed by a majority with two Nay votes from Mr. Glickert and Ms. Ricci. <br /> <br />3. <br />Resolution 2009 – 20 NID Neighborhood Improvement District) for University Heights #1. <br />Mr. Price moved to adopt the amended resolution for Neighborhood Improvement Program <br />in University Heights #1, was seconded by Mr. Sharpe and was passed unanimously. <br /> <br />4. <br />Resolution 2009 – 21 Green Housing Development <br />Mr. Price moved to adopt and was seconded by Mr. Sharpe. <br /> <br />CITIZEN COMMENTS <br />Richard Dockett, 6844 Crest Ave. <br />Mr. Dockett commended the City for its inception of making this area “the cradle of <br />civilization” a test area for the building of green homes. He concurred with the use of the <br />$100,000 for the youths of the community. He stated the northeast corner has the largest <br />senior citizen population and the largest child-bearing population and our youths are our <br />future. <br /> <br />Mr. Price asked the City Manager if $18,000 was budgeted for the green development and <br />so far $15,000 has been spent. The City Manager stated that the budget for its marketing <br />was not to exceed $15,000. Mr. Price said the remaining $3,000 was to acquire a sixth <br />property and additional lots can be purchased in FY11. His question was when values are <br />presently low, why would you wait two years out versus doing something now. Ms. Feier <br />said basically it is the cost incurred to obtain a clean title. Mr. Price asked Ms. Feier what <br />th <br />she would do if money became available on the 19. She stated she would work with the <br />County and Chris Krehmeyer at Beyond Housing to identify the at risk properties and seek <br />clear titles and then work with Washington University with the current package put together. <br />Mr. Price asked the City Manager how many vacant lots are at risk properties in that area <br />th <br />and get that information to him before the 19. <br /> <br />th <br />Mr. Crow stated that he understood the meeting on the 19 was to start working on the <br />budget for FY 11 and he thought he heard Mr. Price talking about the current fiscal year. <br /> <br />The motion to approve Resolution 2009 - 21was unanimous. <br /> <br />L. CITIZEN COMMENTS <br />Mayor Adams stated that a lot of people leave after they make their comments and he wanted <br />to make this announcement prior to that. He stated that United Way and the City of University <br />City are combining together to host a volunteer day to assist with yard work maintenance on <br />October 24, 2009. He noted that if anyone knew of a neighbor in need, to contact Andrea <br />Riganti at 505-8516 in Community Development. <br /> <br />Jerry Hochsztein, 7259 Princeton <br />Mr. Hochsztein was present to speak on a resolution that he hoped would be presented to <br />Council at its next meeting on Affirmative Action which is to be on the next ballot. He is <br />associated with Jobs for Justice and Jews for United Justice. Mr. Hochsztein was seeking the <br />support of the Council for diversity and affirmative action programs. Affirmative action removes <br />obstacles in fair competition, without preferential treatment. A sample of the resolution is <br />attached at the end of the minutes. <br /> <br /> <br /> <br />
