<br />Richard Dockett, 6844 Crest Ave. <br />Mr. Dockett was speaking for the Roth Grove Neighborhood Association and wanted to express <br />their thankfulness with the United Way event in coordinating a volunteer clean-up. <br /> <br />Joan Suarez, 7224 Pershing Ave. <br />Ms. Suarez was present to also talk about the affirmative action resolution before the Council at <br />their next meeting. She is also a volunteer for Jobs for Justice and they believe that Missouri <br />ballot initiatives are a good thing. <br /> <br />Fannye Houston, 8022 Noel Ct. <br />Ms. Houston was present to read a letter from a concerned resident, Joan Botwinick, who was <br />not able to make the meeting. A copy of Ms. Botwinick’s letter is attached at the end of the <br />minutes. <br /> <br />Shari Sawyer, 7231 Amherst <br />Ms. Sawyer stated that the property to the east of her was in deplorable condition which <br />has caused water to pool and flooded her garage and makes it impossible to do the <br />needed work in her yard that abuts this property. <br /> <br />Rod Jennings, 1306 Mr. Olive <br />Mr. Jennings gave thanks to many for their work for U City. He noted problems of the <br />City to a fire and identified the causes of the fires. Mr. Jennings provided a copy of his <br />statement which is attached to the end of these minutes. <br /> <br />M. COUNCIL COMMENTS <br />Mr. Glickert noted the request by a Councilmember for an appropriation from the City for the <br />alumni picnic and he said he did not vote at the session. He learned at the session on Robert’s <br />Rules of Orders that sometimes there are extraordinary circumstances but any appropriation <br />has to be ratified at a public meeting since it is dealing with public dollars and needs to be <br />understood by the public. Ms. Feier stated it was discussed in study session; she got some <br />general feedback and since it was in her purview to go ahead and authorize it, she did. She <br />stated three had said they were comfortable with it. Mr. Glickert stated he has a problem with <br />the vote and as you had said you received a call and if you did get a call it needs to be known <br />by the public who’s voting on it. He also stated that he was not given the opportunity to vote <br />and yet there was an appropriation. Ms. Feier stated that she did not need a Council vote and <br />went with the Council’s general direction provided her. She said she authorized the spending <br />of it based on her ability to do so as City Manager. <br /> <br />Ms. Ricci stated that this is a violation of the Sunshine Law and was troubling to her to hear, I <br />have four votes without calling a meeting, posting a meeting, not having a motion with a <br />second, a discussion or a vote. This issue of supporting the school is not on the table. The <br />issue of the process that froze out Council’s input is troubling. Ms. Ricci finds this to be a <br />Sunshine violation. What she originally wanted to speak on were budget transfers. The <br />philosophy of “this is how it has always been done or we are out of time” is illegal according to <br />Charter provision 37 “Anybody who spends money outside the budget forfeits their job.” <br />Charter provision 38 says “the City Manager may ask Council and Council by resolution may <br />make transfers.” Ms. Ricci stated that what is happening is that the City is allowing money to <br />be spent and then after the fact having a vote. This is why it doesn’t make sense to Mr. <br />McCarthy. She stated that the request has to be made before the money is spent and has not <br />heard of a legal opinion otherwise. Ms. Ricci stated what happens if the Council says no, the <br /> <br /> <br />
