<br />on Olive Street Road. He stated that he has previously mentioned that all the Council is doing <br />is getting attorneys paid. Mr. Price said that we need to spend our energy and money on Olive <br />Street Road. He stated the top priorities should be the school initiative, Olive Street Rd., and <br />the flood victims. Mr. Price asked to report to him how many general and drug nuisance letters <br />were sent and how many convictions were made. Mr. Price mention the house resource fair, <br />October 20 at the Community Center that he and Mr. Sharpe are promoting, as there are still <br />people dealing with foreclosure and credit problems. He stated he is trying to get some fifty <br />th <br />vacant homes occupied. Mr. Price stated that he will see on the 19 who says they can’t come <br />up with a $100,000 for the youth. He noted that the City also has a substantial waiting list of <br />people requesting housing improvement financial assistance. Mr. Price stated we have <br />seniors, kids and flood victims that need help. Mr. Price also inquired into the waiting list for <br />low income families for a home improvement loan with the City. Ms. Feier stated that the <br />program the City has is for money to become available when loans are paid back. The St. <br />Louis County low income home improvement loans do not have a waiting list. It was suggested <br />that the City provide assistance to the residents in helping them apply for these loans. Mr. <br />Price asked the City to include $50,000 in next fiscal year budget for the City’s low income <br />home improvement program. <br /> <br />Mr. Wagner stated he understood the people on Wilson’s anxiety concerning the FEMA buyout. <br />He said that Ms. Feier has done a wonderful job and has all the paper work filed for several <br />months and it is presently out of the City’s hands. Mr. Wagner asked all to hold on till the end <br />of the year. He agreed with Mr. Price to keep the pressure on the congressional group and <br />understands that Congressman Clay has done a wonderful job in expediting our city along. Mr. <br />Wagner asked if the City has officially thanked Mr. Clay for his work. <br /> <br />Mr. Crow thanked all who made the celebration of the Lions a success. Seeing the spot light <br />made a great night. He followed up on several of his previous request. The first was a <br />comparison of U City services with neighboring cities and what ways they have address the <br />economic climate. He asked that since staff has been greatly cut for Council to see if they can <br />find the information for themselves first before asking for the City to provide. Mr. Crow thanked <br />Ms. Watson for her information on budget transfers and felt that any time when you have a 26 <br />million dollar budget and you are only off by less than two percent, he would say <br />congratulations are in order. Mr. Crow stated that anyone who had a question about the <br />budget transfer process which is pretty standard in government accounting and does not in any <br />way affect performance measurement or management; this is bookkeeping and keeping our <br />records true. He could not imagine if anyone would want to wait for approval of the $40,000 <br />overage due to the flood. Mr. Crow stated it was needed to come back afterwards and clean <br />them up as it was a needed occurrence. Mr. Crow expressed his thanks to the City police <br />officers for doing what they are doing and for following their job as they are instructed and for <br />following protocol. Mr. Crow stated that he would be very proud to sponsor the affirmative <br />action resolution. <br /> <br />Mr. Glickert stated that he would work with the flood victims in getting their signatures on the <br />letter. He asked the City Attorney if there was an appropriation was made, does the Council <br />need to vote on it. Mr. Mulligan stated that he does not have an opinion on it at this particular <br />time and would have to consult with the City Manager and get all the facts in order to provide <br />an opinion. <br /> <br />Mr. Sharpe stated he had an opportunity to go to the Missouri Municipal League conference . <br />He said he found more information there for all of us.
