reserves. The City Clerk had asked for some of the remaining money to be used to
digitalize ordinances and minutes as storage space is at a minimum.

Ms. Feier state that Council had $8,000 planned for budget line item Professional
Development of which $3,673 remained in unused funds which did not include the
requested funds from other members of the Council. She noted that staff had no
recommendations, it was for Council discussion.

Ms. Feier stated the last question under the Legislative budget was for the Low Income
Home Improvement program and if Council wanted to put additional funds toward this.

Mr. Price stated he requested this information and what he thought was true was true. He
had suggested all unused funds be used first for the Youth Initiative. Also he agreed to Mr.
Glickert’s suggestion of the last meeting to use the $15,000 slated for marketing of
“Destination U City,” for supplementing the Low Income Home Improvement program. Ms.
Feier stated that there has been discussion for a joint marketing effort with the School
District and Washington University. Mr. Price requested to use the $21,000 to satisfy Mr.
Wagner so the $19,435 amount coming out of the reserves would come out of the allocated
Legislative budget instead.

Ms. Ricci asked how much codification was. Ms. Pumm explained that there are City
documents from the start of the City to the present, which have not been preserved on an
acceptable means according to the State of Missouri Preservation and Retention
Guidelines. From this format, digitized information could be made available in the Municipal
Code directory, making those documents available for referencing. Mayor Adams asked the
City Clerk to prepare a document on costs and then the Council will need to decide how
much can reasonably be accomplished each year, as there are many documents to be
handled. The City Clerk also asked that money not be assigned anywhere until the actual
election cost is known. Mr. Price asked when that would be and she stated that the cost
would not be known until after the election in April. Ms. Ricci stated that this discussion
should be closer to the election time so the cost of the election would be known. Mr.
Sharpe asked the City Clerk want was meant by $354 request by his name and Ms. Pumm
explained that is the amount he has left for him to use under professional development
before reaching the agreed upon $2,000.

Mr. Crow said that if you recalled when we set up the legislative budget that we decided that
any member of the Council could spend no more than $2,000 of Professional Development.
He noted that there is not an account for each member of the Council. It was that no
member could spend more than $2,000. Mr. Crow stated that the use of the $20,000 is not
right, not germane right now and move on to the next issue, the Home Improvement Loan
where the Council does have money set aside that can be used, if Council approves, for the
Low-Income Home Improvement Loan program.

Mayor Adams stated that he is requesting funds which is greater than the $2,000 mainly
because there is a Legislative meeting in Jeff City that normally members of the City Council
go to and we use it as a lobbying day with the Legislators.

Mr. Crow stated he appreciated the ask but we all agreed to stay at $2,000 a piece.

17
