taken earlier from the tax revenue by administration, the City Manager is returning. She noted <br />that she has always felt it was improperly taken. On the Wilson flooding Ms. Ricci wanted Mr. <br />Burn to know that Mr. Glickert spoke to Russ Carnahan’s office and wants to initiate a citizen’s <br />sit down to see where we are. She thought that maybe we can combine all the forces and see <br />where we are at the local and federal level. She thanked Mr. Davoli for his ideas and stated <br />that many of his questions are questions she also has. Ms. Ricci said that she would be one <br />interested in using the youths for work she had which would be paid with her dollars instead of <br />City dollars and felt many other citizens would be interested in doing that also. Ms. Ricci <br />suggested Mr. Price and Mr. Davoli sit down and combine their ideas and craft a more rounded <br />and encompassing program. She asked that her hand-out become part of the record. Ms. <br />Ricci reminded everyone of the Mayor candidates’ debate on March 15. <br />Mr. Sharpe said he was very pleased with Mr. Price youth job concept and thought it was going <br />to work very well. He asked Ms Feier if she would revisit concepts for Olive that citizens said <br />they would like to have so they can have an idea of what residents are looking for. Mr. Sharpe <br />said that the MML gave Mayor Adams great acclaim for all the things he has done for the <br />league and were sad that he is leaving his realm. Mr. Sharp stated he would give Ms. Feier <br />literature on the Town and Gown Association and would certainly like for us to be a part of this <br />association and glean ideas from other towns with colleges and universities within their <br />jurisdiction. <br />Mr. Crow hoped that everyone had an opportunity to experience the double-decker bus in the <br />Loop. He asked Ms. Feier to keep everyone abreast with the Kingsbury and Washington noise <br />disturbance from the students of Wash U. <br />Ms. Feier said in response to Mr. Burns that Senator McCaskill’s office as well as Congressman <br />Clay and Ms. Irby have been working with U City. In terms of a face to face, she said <br />McCaskill’s office has been able to secure FEMA representatives to come for a meeting. Ms. <br />Feier stated she would also follow up on Mr. Glickert’s work with Mr. Carnahan. With Council’s <br />permission she would like to transition the name of the Youth Job Corp program which <br />anachronism is YJC to Youth Employment program which is YEP which can be used more <br />positively in promotion. Lastly Ms. Feier said in answer to Mr. Davoli’s questions primarily the <br />pilot project is that we have so much litter and clean-up with River DesPeres and the alleys, the <br />City will be focusing on clean-up and the youth will not be going into homes during the pilot <br />phase. She said in terms of training, the City will be training them; in terms of liability, they are <br />City employees and will be covered by the City’s insurance. In response to Ms. Ricci saying <br />the City Manager reallocated money from the Economic Development Retail Sales Tax, she <br />wanted to make it clear that she could not reallocate money from the Economic Development <br />Sales Tax. What they had was a discussion about how much salary is set aside for <br />administration with focus on things like economic development, planning and zoning which <br />months ago was over a million dollars but wanted to see where they were with the reallocation <br />based on how vacancies and what-not and the Board indicated they were. From her <br />understanding of the minutes the Board indicated they were comfortable with the reallocation <br />but the budget transfer would have to come back to Council for approval which would be in the <br />next budget amendment. <br />Ms. Ricci stated the she has been attending the Economic Development Sales Tax Board <br />meetings and up until February 1, the Board did not know this money would be made available <br />to them. The Board adjusted their budget last time based on the reduction of $100,000 that <br /> 7 <br /> <br />
