Rewards or premium reductions up to 30 <br />percent of the cost of coverage are now permissible. <br />Free Choice Vouchers <br /> – Employers offering coverage are required to provide <br />“free choice vouchers” to qualified employees to purchase insurance through the <br />exchanges. To be eligible for a voucher, an employee’s contribution under the <br />employer’s plan would be between 8 percent and 9.8 percent of income, and the <br />employee’s income would be at or below 400 percent of the Federal Poverty <br />Level. <br />Flexible Spending Accounts (FSAs) <br /> – Contributions to health FSAs would be <br />capped at $2,500 beginning in 2011 and over-the-counter medicines would only <br />qualify for reimbursement with a doctor’s prescription. <br />I have provided an attachment to review a side-by-side chart of the new health care law <br />and the proposed changes to it contained in the budget reconciliation bill. On the State <br />, new autism provisions <br />health insurance front passed as a requirement for health <br />insurance providers. On March 18, the Missouri Senate voted 26-6 to require some <br />health insurance plans to cover treatment for autism. The bill would require group <br />insurance policies regulated by the state to provide up to $55,000 annually for <br />behavioral treatment until age 21. The Senate version of the bill now goes to the House. <br />Similar legislation approved in the House in February would require coverage of up to <br />$36,000 annually until age 18. The two chambers must agree on the same version <br />before the measure can go to Gov. Jay Nixon. <br />Thanks to another successful grant application by Parks and Recreation Director Nancy <br />we have been awarded the $100,000 grant to develop the Ruth Park <br />MacCartney, <br />Woods section of the Centennial Greenway <br />. The City will need to budget $25,000 <br />for the first phase of the project, engineering & design in the FY 11 draft budget. We <br />have two years to complete the project.One aspect of the project is a lease or <br />easement agreement with the school district on the property adjacent to the middle <br />school and the golf course. The trail will connect from Brittany Woods Middle School to <br />the McKnight/Olive intersection. <br />University City Symphony Orchestra(UCSO) <br />Theis currently celebrating their 50th <br />Anniversary. As a community, we are privileged to host and be the home of such a <br />jewel! The UCSO is working on updating their mission and vision for their organization <br />so that they can map out a strategy for the next era. The Board of Directors of the <br />UCSO has charged an independent committee, the Vision Committee, with doing the <br />project. They are asking members of the University City community to fill out a short <br />survey to assist them with that task.
