Cunningham Industrial Park <br />Follow up from the study session is attached for your <br />consideration. The St. Louis County Boundary Expansion Study from 2008 as well as <br />the information about parcel ownership for areas surrounding Cunningham Park. <br />Ameren UE Rate Case <br />The is still in the public hearing phase. Ms. Eastman testified <br />before the Missouri Public Service Commission this week on behalf of the municipalities <br />who have Ameren UE owned streetlights. Ameren UE has already agreed to conduct a <br />cost of service study to determine the appropriate rates for the service. No study has <br />been performed since the 1980s. Because street lighting is an off peak use we are <br />hoping for some accommodation. Similarly, street lighting customers do not receive an <br />offset for revenues received by other utilities (cable, telephone etc.) that co-locate on <br />the poles. A decision of the PSC is expected this summer. Ameren UE plans another <br />rate increase case shortly thereafter. <br />UHome UCity <br />The project has advanced another step. Graduate students from <br />Washington University Sam Fox School of Design and Visual Arts have completed the <br />preliminary drafts of the proposed homes. There are currently 11 designs. The designs <br />are on the City’s Facebook page and attached here for your convenience. The students <br />did an in depth neighborhood asset analysis of the Sutter Heights neighborhood. The <br />Neighborhood Asset study and preliminary designs <br /> are included in this packet. We <br />are still working on securing a lender and are branching out to work with additional <br />housing agencies. The team is collaborating with St. Louis Community Action Agency <br />to weatherize homes in the neighborhood make them green as well. CAA will be <br />making a grant application to secure targeted weatherization funds for the homes and to <br />help fund Youth Build who will work in collaboration with Green Space, our official <br />construction firm. The presence of Youth Build not only helps train young adults but <br />also will help lower the costs of the homes. <br />cost of health insurance is trending at 1% per month <br />The, so we can anticipate a <br />12% increase for this year based on a normal course of action. This month two <br />significant changes have occurred at the State and Federal level. President Obama <br />H.R. 3590 <br />signed into law , the Patient Protection and Affordable Care Act. This reform <br />law includes many provisions that will affect both employers and employees. The <br />changes that may affect us directly include requirements to keep dependent children on <br />until the age of 26 and several issues listed below. <br />Insurance Market Reforms <br /> – The new law requires insurance plans to provide <br />coverage to any individual who requests insurance. It also includes a prohibition <br />on pre-existing condition restrictions in the individual and small group health care <br />market. Health insurance premiums would be allowed to vary based only on <br />tobacco use, age, family composition, and geographic location. Large <br />employers that purchase coverage through a health care exchange would be <br />eligible for the above insurance protections. Both self-insured and fully-insured <br />plans are required to provide dependent coverage for children up to age 26. <br />Health plans are also prohibited from establishing annual and lifetime dollar <br />limits on coverage. <br />Wellness Programs <br /> – Employers can offer increased incentives or rewards to <br />employees for participation in a wellness program or for meeting certain health <br /> <br />
