A Conditional Use Permit is <br />required because the applicant is proposing a ground floor restaurant in the CC – Core <br />Commercial District. Section 34-37.6 of the Zoning Code states that all proposed uses <br />on the ground floor in the CC – Core Commercial District that are not retail are required <br />to obtain a Conditional Use Permit. Staff and Plan Commission recommend approval <br />with conditions. This application does not require a public hearing at the City Council <br />level.
