Session 1733, Minutes <br />October 12, 1998 <br /> <br />Ms. Colquitt moved the appointment of Ms. Velma Alston, 7731 Wild Plum Lane, to <br />CALOP for a term ending September 9, 2001. Mr. Schoomer seconded the motion, <br />which carried unanimously. <br /> <br />CITY MANAGER'S REPORTS: <br /> <br />PUBLIC HEARING - VACATING EASEMENTS & RIGHT OF WAY: <br /> <br />Mr. Ollendorff reported that a public hearing was scheduled for this time and place to <br />hear from adjacent property owners, which there is only one, the Gatesworth. Others <br />may be heard, as well. This public hearing regards the vacating of easements and right <br />of way in connection with the addition to the Gatesworth at One McKnight Place. The <br />proposal is in keeping with the site plan previously approved by the City Council. <br />Comments should now be heard. <br /> <br />Mayor Adams declared the public hearing opened at 7:36 p.m. There were no requests <br />to speak. <br /> <br />Mayor Adams said that he did receive correspondence from a resident in the vicinity, <br />Ms. Wendy Katz, 8708 W. Kingsbury. Ms. Katz could not attend tonight's meeting for <br />religious reasons. Mayor Adams summarized Ms. Katz's main points, as follows: <br /> <br />4. <br /> <br />5. <br /> <br />6. <br /> <br />7. <br /> <br />8&9. <br /> <br />The street was closed off with barricades on Friday, October 2, 1998 at 7 a.m. <br />without a hearing and without warning. <br />The public hearing was set on a date that did not allow Jews observing Yizkor <br />and then $imchat Torah, (the end of the festival of Succoth) to attend and be <br />heard. <br />The publication was run once in the St. Louis Countian, which is not a paper of <br />general readership and is primarily a legal proceedings daily. <br />There was no notification to neighbors and taxpayers of this area of the <br />impending vacation. <br />The City should have found a way to deliver hearing notices door to door to the <br />residents of this neighborhood. <br />Why did t~e City not put up proper signage notifying residents of the impending <br />construction? <br />The Plan Commission sent letters to all people living within the 185 ft. zone of <br />planned razoning back in February. Why was this not done for this hearing? <br />The residents were not given any opportunity to have any input into the design <br />process. <br /> <br /> <br />
