Ms. Carr noted that the City outsourced their EMS <br />and fire dispatch to North Central which is affiliated with Union 2665 instead of going to the <br />Intergovernmental Agency. Some analysis’ have shown that the City could have saved <br />some $250,000 a year by going with an Intergovernmental Agency. Ms. Carr asked the <br />Council to read the articles and consider the information and make the best possible <br />decision. <br />Voice vote to postpone was unanimous. <br />3. <br />Site Plan Review application for 6761 Bartmer Ave., Pershing Elementary School: <br />construction of new school building, parking lots, vehicular and pedestrian circulation. <br />Executive Director of Operations for the University School District Mr. Carl Scheidt was <br />present to give an update to the Council. <br />Mr. Price stated his main concern was requests he has received about the lack of diversity <br />on the job site and he has heard from trades people who have applied for work but for what <br />ever reason were rejected. Mr. Price asked Mr. Scheidt what the diversity number was on <br />the job sites and how many local residents are working on the sites. <br />Mr. Scheidt noted that he can provide the minority participation on the Barbara C. Jordan <br />work site but cannot provide the information if they are residents of University City. Mr. <br />Scheidt said the School Board has set a minority participate rate of fifteen percent for MBE <br />participation, five percent for a WBE participation. He said he would submit this information. <br />Mr. Price asked how he would respond when driving by the work site is there is not a <br />diversity present. Mr. Scheidt noted that it should be kept in mind that there are multiple <br />shifts going on so what is seen at one time of the day could not tell you what the overall <br />participation is. He noted that there is a variation of participation in different trades as there <br />are some trades that are more or less represented than others by minorities. Mr. Price <br />asked Mr. Scheidt to get the minority representation on the sites in University City to the <br />Council. <br />Mr. Crow confirmed with Mr. Scheidt that the School Board in total approved the minority <br />representation in the contract and this was confirmed. Mr. Crow disclosed that his partner <br />Tom Peters was on the School Board but upon discussion with City Attorney Mr. Mulligan, <br />the opinion is that there is no conflict of interest. <br />Mr. Price moved for approval, seconded by Mr. Sharpe and was approved unanimously. <br />4. <br />Replacement of two automated trash trucks was pulled from the Consent Agenda for <br />discussion. An insurance reimbursement amount of $159,291 would be used toward the <br />replacement cost of one of the automated trucks due to a previous truck fire. Fleet <br />Replacement Funds was to be used to cover the trucks. Recommendation was made to <br />purchase the trucks from the highest bidder Key Equipment & Supply for $215,293 for each <br />truck because the lowest bid from Downing Sales & Services has performed poorly from <br />past experience and replacement parts are not found locally.
