Equipment was for a truck that has a wide body which is too big for many of the City’s
streets.
Mr. Price moved to approve and was seconded by Mr. Crow.
Mr. Kraft asked that the motion be withdrawn, until Councilmembers could educate
themselves and bring it up in the next couple of weeks or make it a part of the 2011 budget.
He stated that this was a half million dollars in purchases for a City that is looking at a one
and a half million dollar deficit. Mr. Kraft’s concern is that the City’s garbage cost compared
to everyone around the City is the highest. He would like to postpone this for discussion as
the City is looking for ways to plug its deficit and the costs are really high in this area.
Mr. Glickert stated the City has eight trash trucks. He asked Ms. Watson if she knew how
many trucks the City has out on a given day and she replied that on Wednesday, the
highest day, there are five out on the street. She noted that some of the trucks are special
trucks as for picking up dumpsters. Ms. Watson said the City is stretched to have just the
five out on Wednesday. Mr. Glickert said that several things came to his mind, first the
City’s budget, the insurance settlement and the needs assessment of a new truck. He
stated that there is enough equipment at the garage to service the community and two new
trucks are not needed. Ms. Watson said the money for the second truck has been set aside
in the Replacement Fund. Mr. Glickert moved to purchase only one truck.
Mr. Sharpe asked to reaffirm that the City is asking for two trucks: one that burned and the
other which reached its life’s usefulness. Ms. Watson agreed and noted that the trucks get
heavy use and take a lot of wear and tear. They are often down for maintenance and if
there are not enough trucks available, that places employees on overtime.
Mr. Crow reaffirmed that the funds for the purchase was already budgeted, which Ms.
Watson confirmed. Ms. Watson noted that if both were not purchased, the money could be
applied to the purchase the next time.
Mr. Price asked if one truck broke down the department would be in trouble and Ms. Watson
stated that it would put staff on overtime.
Mr. Kraft asked Mr. Price to change his motion to purchase the one truck to replace the one
that burned and wait on the purchase of the second truck until more discussion could take
place.
Mr. Price asked Ms. Watson if one truck was purchased today, if that would be helpful and
she agreed. He asked Ms. Watson how long the City could delay the purchase of the
second truck and she replied it could be delayed for a period of time, maybe six months.
She said the question at this time is that the bid was for two trucks and it would have to be
rebid for just one. Mr. Price said he was willing to amend the motion to the purchase of just
one truck at this time and review the need for the second truck.
Voice vote to approve amending the motion to purchase just one truck at this time and
review the need for the second truck was passed unanimously.
Voice vote on accepting the motion as amended was passed unanimously.
6
