Mr. Sharpe noted that he and Ms. Welsch have gone through this process before. He <br />would like to talk with the Council to find out what it is that we can or cannot do and what is <br />it that each of Council is looking for. Then we can come up with a decision in which way to <br />go. He certainly believes in what Mr. Price said about looking at what this is going to cost. <br />Mr. Price asked if the Council could send it back to the sub-committee to find the requested <br />information as to <br />Mayor Welsch planned on asking the Human Resource Director Ms. Williams and the <br />interim City Manager Ms. Watson to gather the requested information on search firms, <br />perhaps for the whole search or part of the search. Mr. Sharpe, Ms. Ricci and Mayor <br />Welsch will get back to the Council with another draft. Mayor Welsch asked the audiences= <br />to please send email or call with any comments they might have. Mayor Welsch’s email <br />address is Mayor@ucitymo.org. <br />UNFINISHED BUSINESS <br />BILLS <br />1. <br />BILL 9067 - An ordinance the first amendment to the redevelopment agreement for the <br />Kingsland Walk Redevelopment area, and authorizing certain actions by City Officials. <br />CITIZEN COMMENTS <br />Carol Mitchell, 848 Kingsland Ave. <br />Ms. Mitchell noted that a redevelopment project has been working on purchasing her <br />property since 2007. She asked Council to consider her situation and her willingness to <br />help in this endeavor but I also ask that I be paid what if fair market value for her property. <br />Mr. Price asked the City Attorney John Mulligan that once the bill is approved what recourse <br />does the City have, if negotiations break down. Mr. Mulligan stated that the Council could <br />repeal this ordinance if they are not interested in pursuing the project. He said another <br />would be to amend the ordinance to include other terms and conditions. <br />Mr. Kraft asked for a clarification when Ms. Mitchell talk about paying her, she is not <br />negotiating with the City but rather the developer. Mr. Mulligan said that was correct. <br />Mr. Glickert moved for approval and was seconded by Mr. Kraft. <br />Roll Call vote was: <br />AYES: Ms. Ricci, Mr. Crow, Mr. Glickert, Mr. Sharpe and Mayor Adams. <br />NAYS: none <br />Bill 9067 became Ordinance 6810. <br />2. <br />BILL 9068 – An ordinance amending Chapter 9.20 of the University City Municipal Code, <br />relating to offenses by or against minors, by enacting therein a new section to be known as <br />“Section 9.20.015 parental responsibility”; containing a savings clause and providing a <br />penalty. <br />Mr. Price moved for approval and was seconded by Mr. Crow. <br />Roll Call vote was: <br /> 9 <br /> <br />
