3. <br />City Manager search process <br />Mayor Welsch stated that according to City Charter, “the Council shall appoint an officer <br />who shall have the title of City Manager and who shall have the powers and perform the <br />duties,” in the City Charter. She noted that City Manger Julie Feier is stepping down from <br />this position and Deputy City Manager Janet Watson will temporarily stepped into the City <br />Manager position. The Council appointed a subcommittee, consisting of Mayor Welsch, Mr. <br />Sharpe, and Ms. Ricci, to come up with a plan in searching for a new City Manager. Mayor <br />Welsch had passed out the suggested plan and a draft ad that will be placed in the future. <br />She stated that Council will work to involve resident input with a questionnaire that will be <br />widely distributed. Mayor Welsch noted that a public meeting will be held on May 18, 2010, <br />at the Community Center on Pennsylvania where residents will have an opportunity to share <br />with the Council on what you would like the Council to look for in a new City Manager. A <br />time line was set up with September 1 being the date shooting for to have a new City <br />Manager in place. Council decided to look for a new City Manager on their own but may <br />consider the option to use a public firm on a partial or more than partial basis. If the Council <br />would decide to bring a formal search firm in, it would affect their present time line. If <br />Council were to do it on their own, June 1 is the date for starting interviews. If Council hires <br />a firm, that interview date will change. Mayor Welsch asked the Council if they have any <br />comments, questions or concerns about the document put together by the sub-committee. <br />Mr. Glickert talked to a number of people over the weekend and the opinions were <br />resounding that Council should hire a public firm to commence with this process. He also <br />agrees with them as he respects the time of all Councilmembers and the Mayor and would <br />ask for any suggestions they may have on hiring a firm. Secondly he would ask the hiring <br />committee along with the interim City Manager to look at the various web-site opportunities <br />we have available to communicate effectively with the City’s residents. <br />Mr. Price verified the date of May 18 as being correct. He said as anything, he would base <br />his decision on how much it would cost. Mr. Price felt if it were an expensive proposition <br />and should be looked at very seriously. We could end up the same selection we would <br />have had on own. <br />Mr. Crow stated he is hesitant about speaking on a document he just received tonight and <br />hasn’t had a chance to read. He would tend to believe that with all the water under the <br />bridge, it may be a challenging search. Mr. Crow would be interest in moving forward with <br />what their costs would be and what the scope of their work product is. <br />Mayor Welsch said the document went out on Wednesday and the one on the desk tonight <br />just had a few edits. <br />Mr. Kraft said he definitely agrees that we need to listen to people with what input they <br />would like to give. The second issue is one of process. He felt if the search firm really <br />added value, he would support it but on the other hand if the Council is going to spend <br />$100,000 and not end up with a particularly better list. Mr. Kraft noted that he had seen the <br />memorandum earlier that was also on their desk tonight. He also said that the Council <br />should talk to the school board members who have gone through many search firms and <br />find out from them what makes a search work or not work. Mr. Kraft said he will also talk to <br />some of the University management people to get their insight. <br /> 8 <br /> <br />
