NEW BUSINESS <br />BILLS <br />Mr. Crow introduced <br />1. <br />BILL 9061 – An ordinance authorizing the City of University City to enter into and <br />execute a contract with St. Louis County, Missouri, for mosquito control services and <br />authorizing and directing the City Manager of the City of University City to enter into <br />on behalf of said City a contract with St. Louis County, Missouri, for mosquito control <br />services <br />. <br />Mr. Sharpe introduced <br />2. <br />BILL 9062 – An ordinance fixing the compensation to be paid to city officials and <br />employees as enumerated herein from and after its passage, and repealing <br />ordinance No. 6791. <br /> <br />RESOLUTIONS <br />Mr. Sharpe introduced Resolution 2010 – 3 <br />3. <br />Resolution 2010 – 3 City Council’s approval of the City Manager’s authority for <br />budget transfers within funds of amounts under $25,000. This resolution was <br />adopted January 15, 2008, as Resolution 2008 – 2 with the agreement that it would <br />be reviewed yearly from the date of adoption. <br /> <br />Ms. Ricci asked if Council was ready to vote on it given the discussion in Study <br />Session. Ms. Ricci moved to postpone the budget transfer resolution till the next <br />Council meeting. Mr. Wagner seconded the motion. The motion to postpone was <br />defeated with four Nays from Mr. Price, Mr. Crow, Mr. Sharpe and Mayor Adams. <br /> <br />Mr. Sharpe’s motion to approve Resolution 2010 - 3 was seconded by Mr. Price. The <br />resolution passed by the majority with two NAY votes from Ms. Ricci and Mr. <br />Wagner. <br /> <br />Mr. Wagner introduced Resolution 2010 - 4 <br />4. <br />Resolution 2010 – 4 A resolution adopting the Parkview Gardens Park Plan. City <br />Council adopted the Park Master Plan in January, 2009. The plan identified the <br />redevelopment of the parks in the Parkview Gardens neighborhood; Metcalfe, Ackert <br />and Eastgate Parks as top priority. <br /> <br />CITIZEN COMMENTS: <br />Mike Giger, 830 Vanderbilt <br />Mr. Giger, president of the Parkview Gardens Association was present in support of the <br />resolution. He noted that this was the first total parks review of the neighborhood. Mr. <br />Giger noted that there were four or five public meetings for everyone to attend. He said this <br />was a long range plan which is ambitions and gives a guideline in which to utilize what ever <br />resource that can be found. <br /> <br />Elsie Glickert, 6712 Etzel <br />Ms. Glickert stated the proposal in the resolution was to relocate Eastgate Park into two <br />parcels currently owned by Washington University.
