<br /> <br />MINUTES OF UNIVERSITY CITY COUNCIL <br />STUDY SESSION <br /> April 12, 2010 <br /> <br /> <br />The Council Study Session, held on the Fifth Floor of the City Hall, on Monday, April 12, <br />2010, was called to order at 5:30 p.m. The following members of the Council were <br />present: <br /> Mr. Arthur Sharpe, Jr. <br /> Mr. Michael Glickert <br />The meeting started without a quorum. <br /> Ms. Lynn Ricci arrived at 5:45 p.m. <br /> Mr. Terry Crow arrived at 5:50 p.m. <br /> Mayor Joseph Adams arrived at 5:55 p.m. <br />Mr. Robert Wagner and Mr. Byron Price were excused. <br /> <br />Also present were the City Manager Julie Feier, Assistant City Manager Petree Eastman <br />and City Attorney John Mulligan. <br /> <br />The study session was presented by Assistant City Manager Ms. Petree Eastman on an <br />evaluation of inspection services of University City Community Development Department. <br />The report gave seven (7) recommendations for increasing revenue. <br />1. <br />Inspection fee for residential occupancy be increased from $60 to $82 for multi- <br />family dwellings and from $77 to $105 for single family dwellings for the first two <br />inspections. Any inspections after the two would be charged a re-inspection fee of <br />$28.50. This would require an ordinance to change rates. <br />2. <br />Community Development department continue to label all interaction with a property <br />type as either rental or owner-occupied. After enough data is collected the <br />Department can make recommendations about treatment of rental housing <br />differently from owner-occupied housing. <br />3. <br />Initially landlords with holdings of 300 plus units (Villages of Wyncrest and <br />Quadrangle Housing) will be inspected every two years regardless of change in <br />occupancy. Tenants will still be required to obtain occupancy permits with change <br />in occupancy. Other landlords with large holdings will also be permitted to <br />participate in the program rather than scheduling inspections on an ad hoc basis. <br />An ordinance is required to change this. <br />4. <br />Community Development department contact more landlords with large holdings, in <br />order to obtain more turnover data to asses whether regular intervals of property <br />maintenance inspections should be imposed. Presently there is not enough <br />turnover data available to make this change. <br />5. <br />All occupancy permits issued to rental unit occupants must have a local contact. <br />Failure to provide a local contact should be considered a nuisance subject to fine. <br />Fines not paid should become a special tax bill and placed on the property tax bill at <br />St. Louis County. An ordinance would be required for this change. <br />6. <br />Community Development to begin charging for re-inspections beyond what is <br />considered reasonable for a particular trade and for no-shows. A policy would be <br />developed to insure consistency and fairness in charging for additional inspections. <br />An ordinance would be required for this change. <br /> <br /> <br /> <br /> <br />
