Session 1709, Minutes <br />October 2S, 1997 <br /> <br />quality update to the Comprehensive plan, utilizing quality consultants in <br />conjunction with staff, Plan Commission, etc. for input. The City Manager will <br />prepare a time schedule. <br /> <br />AGENDA NO. 5 - ALCOHOL AT COMMUNITY CENTER: <br /> <br />The sense of Council was that more thorough and definitive rules should be <br />established prior to instituting this type of change. The City Manager will prepare <br />rules and bring back to the Council for further discussion. <br /> <br />AGENDA NO. 6 - BEER/WINE SALES AT PARK CONCESSION: <br /> <br />The sense of Council was to allow the sale of beer and wine at the park concession <br />stand, but that it should be revisited at the end of summer 1998 to see if it was <br />successful or not. <br /> <br />AGENDA NO. 7 & 8 - OUTSIDE FOOD SALES AND PEDDLER'S LICENSES: <br /> <br />2 <br /> <br />The sense of Council was to allow outside food sales and peddler's licenses under <br />option no. 3 as proposed by staff: Council can direct staff to issue peddlers <br />licenses only to U City business owners wanting to operate a temporary outdoor <br />related business. The outdoor temporary business would be required to take place <br />adjacent to the sponsoring business. The peddler's license would then fall under <br />the business license. Staff will draft amendments to the zoning and peddlers <br />license permit ordinances. <br /> <br />AGENDA NO. 9 - FIRE DEPARTMENT CAPTAINS: <br /> <br />The sense of Council was to set a minimum number of six captains to save costs. <br />Council also determined that it should not be necessary for a firefighter to be a <br />trained paramedic to receive a promotion to captain. <br /> <br />AGENDA NO. 10 - STREET IMPROVEMENT ASSESSMENT POLICY: <br /> <br />The sense of the Council was to direct the City Manager to bring this issue back <br />next year without the sideyard exception, so that a final decision could be made. <br /> <br />AGENDA NO. 1 1 - KAUFMAN PARK HOUSE IMPROVEMENTS: <br /> <br />The sense of the Council was to pay for minimal security system and no more than <br />one year in monitoring fees.
