MEMORANDUM <br />DEPARTMENT OF PUBLIC WORKS <br />TO: Janet Watson, Interim City Manager and Finance Director <br /> <br />FROM: Evelyn Benford, Public Works Director <br />DATE: June 24, 2010 <br />RE: Tire Purchase Summary: 2006 – 2010 <br />Attached are the specifications and bids received for tires for the last five (5) years. Each <br />year, the Finance Department sends an invitation to bid to more than 10 vendors. The tire <br />purchase history for 2006- 2010 is summarized below. <br />SPECIFICATIONS/NUMBER OF BIDDERS/EXAMPLE BID PRICES <br />2006 <br />The brand of tires for the police cars (Good Year Eagle) and ambulances (Good Year) <br />were specified. <br /> The City received 6 bids. <br /> The bids for the 315/80R22.5 (Heavy Truck) tires ranged in price from $300 - $439 <br /> In October, the Fleet Division established a tire refurbishing (re-tread) program for <br />medium and heavy duty trucks, transfer trailers and street sweepers. The medium and <br />heavy duty trucks used the annual tire bid tires on the front axles and retread City tires <br />on the rear. The tires could be retread more than three (3) times, if the casing was not <br />damaged. New tires cost $350 each; retreading one of our tires cost $150. Retreading <br />is practiced in St. Louis and other cities. <br /> The Good Year brand for the ambulances did not wear well. <br /> The Fire Trucks were manufactured with Yokahama tires. <br />2007 <br />No brand of tire was specified on any vehicle. The lowest bidder provided Long March <br />tires for heavy trucks. The tires had issues with side wall flexing and the size of the tires <br />was based on the metric system which increased costs and downtime to refurbish the tire. <br />Some of the tires were manufactured 6 – 10 years before they were delivered.According <br />to industry standards and safety experts, if the tires are six or more years old, they present <br />a hazard and should not be purchased. Due to the age of some of the tires, they could not <br />be refurbished to their maximum potential. <br /> The City received 2 bids. <br /> The bids for the 315/80R22.5 (Heavy Truck) tires ranged in price from $280 - $330 <br /> Few tires were refurbished (retread) by vendors due to their odd size (metric). <br /> <br />
