2008 <br />The City specified that it would only accept tires manufactured within two (2) years of <br />delivery. The brand of tires for the police cars (Good Year Eagle) and heavy trucks <br />(Yokahama) were specified. Heavy trucks include trash trucks, transfer trailers and Fire <br />Trucks. The City researched several tire brands for heavy trucks: Bridgestone, Firestone, <br />Michelin and Yokahama. Yokahama and Bridgeton are used by most of the waste haulers <br />in the Midwest. The Bridgestone tire tends to be higher priced than the Yokahama tires. <br />Both MFR and Froesel substituted a bid for a higher priced Bridgestone tire. The bids on <br />the Yokahama tire presented the best value for the City in terms of durability and price. <br />The Yokahama tires could be refurbished up to 8 times at a much lower cost than <br />purchasing new tires, resulting in a cost savings to the City. The City accepted the <br />Firestone substituted tire for police vehicles because it was comparable and was lower <br />priced than the Good Year Eagle tire. <br /> The City received 3 bids. <br /> The bids for the 315/80R22.5 (Heavy Truck) tires ranged in price from $335 - $412 <br /> The bids for refurbishing City tires ranged in price from $130 - $175 <br />2009 <br />The City specified that it would only accept tires manufactured within one (1) year of <br />delivery. The brand of tires for the police cars (Firestone) and heavy trucks (Yokahama) <br />were specified. Bid prices had to be honored for the duration of the contact. <br /> The City received 6 bids. <br /> The bids for the 315/80R22.5 (Heavy Truck) tires ranged in price from $308 - $375 <br /> The bids for refurbishing City tires ranged in price from $130 - $182 <br />2010 <br />The City specified that it would only accept tires manufactured within one (1) year of <br />delivery. The brand of tires for the police cars (Firestone) and heavy trucks (Yokahama) <br />were specified. Bids were to be of the exact manufacturer, stock number and size <br />specified. The City continued to reserve its right to accept the bid that in its judgment best <br />meets the requirements of the City. Bid prices had to be honored for the duration of the <br />contract. <br /> The City received 6 bids. <br /> The bids for the 315/80R22.5 (Heavy Truck) tires ranged in price from $300 - $359 <br /> The bids for refurbishing City tires ranged in price from $130 - $175 <br />SUMMARY <br />Through research, trial and error, the Firestone and Yokahama brands have provided the <br />best performance and value to the City. Specifying the brand has resulted in receiving a <br />broad range of prices in multiple bids. This year, and in the past, vendors have substituted <br />different brands in the bids. Vendors can continue to do so. The bids are evaluated based <br />on performance/safety of the tire for vehicle application, conformance to specifications, life- <br />cycle cost of the tire (including the number of retreads possible), customer service and <br />price. <br />Page 2 of 2 <br /> <br />
