MINUTES OF UNIVERSITY CITY COUNCIL <br />SPECIAL SESSION <br />June 28, 2010 <br />At the Regular Session of the City Council of University City held in the EOC Room of the City Hall, <br />Monday, June 28, 2010, Mayor Shelley Welsch called the meeting to order at 6:00 p.m. In addition <br />to Mayor Welsch, the following members of the Council were present: <br /> Mr. Byron Price, <br /> Ms. Lynn Ricci <br /> Mr. Stephen Kraft <br /> Mr. Terry Crow <br /> Mr. Michael Glickert <br /> Mr. Arthur Sharpe, Jr. <br /> <br />Also in attendance were Interim City Manager Janet Watson and City Attorney John Mulligan. <br />A request from a resident was made to put the University City High School reunion fee waiver on <br />the agenda at the next Council Session. It was on the agenda but research showed the Council <br />had previously approved it with the fee waiver limitation be set at $1500.00. <br />Next on the agenda was discussion of the Annual Tire Bid on Council’s agenda at the June 21, <br />2010, meeting. Mr. Glickert was concern about the bid specifying only one brand tire when specs <br />would fit more brands, therefore limiting bidders. It was decided at that meeting for Michael <br />Glickert to bring his expert in the tire industry and for the Director of Public Works to be present. <br />Mr. Glickert introduced Marty Hyman as an expert in the tire industry. Ms. Evelyn Shields Benford <br />introduced her Fleet Manager Tom Brushwood since January 2010. <br />Mr. Brushwood points on tire bid and use were:: <br /> High use for retreads, especially on the garbage trucks <br /> Retreads last as long as the new ones <br /> Yokohama tires believed to be the best for needs. Can be retreaded up to eight times, have <br />22 ply sidewall where others had 16 to 20 ply sidewalls. There are four vendors in town that <br />handle this brand. <br /> Keep 35% of tires in inventory – around 75. Trash truck have ten tires each <br /> Use inventory tire to replace tire that needs work shortening down time <br /> Uses 200 – 250 tires per year <br />Ms. Ricci asked why one-half million is in Fleet Capital Assets but only one-third is used. Ms. <br />Watson said that it just continue to the next fiscal year. <br />Marty Hyman briefly provided his credentials as a Senior Consultant with the Chinese and has <br />done work previously with Public Works. <br />Mr. Hyman’s points on tires for the City’s use: <br /> New tires can have a manufactured date of three to four years previous and be okay. State <br />requires two year. No one can meet a one year. <br /> He would suggest floating with industry published, for 90 day periods. Same as what you do <br />with gasoline. Might bring in more bidders. <br /> Only use retread if it proves to be cost effective - cost per mile <br /> <br />
