MINUTES OF UNIVERSITY CITY COUNCIL <br />STUDY SESSION <br />JUNE 28, 2010 <br />The Council Study Session, held in the EOC Room of the City Hall, on Monday, June 28, <br />2010, was called to order at 6:00 p.m. The following members of the Council were <br />present: <br />Mr. Arthur Sharpe, Jr. <br /> Mr. ByronPrice <br />Mr. Michael Glickert <br />Ms. Lynn Ricci <br />Mr. Terry Crow <br />Mr. Stephen Kraft <br />Mayor Shelley Welsch <br />Also present were the Interim City Manager Janet Watson and City Attorney John <br />Mulligan. <br />The study session was for discussion of items carried over from the June 21, 2010, <br />Council Session. <br />First on the agenda was to be a discussion of the University City High Alumni annual <br />picnic. A request was made to place it on Council’s agenda for approval but in looking <br />back, it was found to have already been approved by the Council at the beginning of the <br />year. No further discussion was needed. <br />The annual tire bid was carried over with the Council request that Mr. Glickert bring in an <br />expert in the tire business and the Public Works Director Ms. Evelyn Shields-Benford be <br />present for any questions from the Council. <br />Mr. Glickert noted that he was first concerned when noticing that the bid requested was of <br />only one brand of tire and felt that was too limiting for a competitive bid. <br />Ms. Shields-Benford introduced the Fleet Manager Tom Brushwood. Mr. Brushwood had <br />been the City’s Fleet Manager since January 2010. Points made by Mr. Brushwood in <br />explanation of the bid the City sent out for tire quotes: <br /> Look for a tire that can be retreaded up to eight times <br /> Retreads save money as they are half the price of a new tire and last just as long <br /> Yokahoma tires have a 22 ply sidewall where other tires have only a 16 to 20 ply <br />sidewall <br /> There are four vendors in St. Louis area that can supply Yokahoma tires <br /> Use 200 to 250 tires per year and keep approximately 30% in inventory. Each trash <br />truck uses ten tires. <br /> Use tire in inventory to replace tire to be repaired <br />Mr. Glickert introduced the expert in the tire business that Council had asked him to invite. <br />He introduced Mr. Mary Hyman who is a Senior Consultant with the Chinese. Mr. Glickert <br />thanked Mr. Hyman for the suggestion of holding an auction for all excess equipment on <br />properties as it was successful. <br /> <br />
