MINUTES OF UNIVERSITY CITY COUNCIL <br />STUDY SESSION <br />JUNE 14, 2010 <br />The Council Study Session, held in the EOC Room of the City Hall, on Monday, June 14, <br />2010, was called to order at 6:00 p.m. The following members of the Council were <br />present: <br />Mr. Arthur Sharpe, Jr. <br /> Mr. ByronPrice <br />Mr. Michael Glickert <br />Ms. Lynn Ricci <br />Mr. Terry Crow <br />Mr. Stephen Kraft <br />Mayor Shelley Welsch <br />Also present were the Interim City Manager Janet Watson and City Attorney John <br />Mulligan. <br />The study session was for discussion of the City’s curfew ordinance in a study session <br />format, for which the Council will then convene into a Special Session for a vote on an <br />ordinance that deals with University City’s curfew. After this vote the Council will convene <br />back into a study session to discuss the process of handling delinquent trash bills. <br />Council discussed concern of the gathering of large amounts of youth in the Loop area. <br />The Council talked about making the Loop curfew from nine p.m. to six a.m. It was noted <br />that in the past three weeks, forty minors were taken into custody. <br />Michael Glickert moved to go into a Special Council session. <br />Mayor Welsch appointed Shelley Welsch to the TIF/Kingsland Walk, was seconded by <br />Arthur Sharpe and was approved unanimously. <br />Mayor Welsch appointed Tom Peters to the TIF/Kingsland Walk as a school board <br />member, was seconded by Mr. Sharpe and was approved unanimously with Mr. Crow <br />abstaining. <br />Mayor Welsch appointed Shelley Welsch to the TIF Olive Central, was seconded by Arthur <br />Sharpe and was approved unanimously. <br />Mayor Welsch appointed Shelley Welsch to the I-170/Olive Joint Redevelopment Task <br />Force, was seconded by Arthur Sharpe and was approved unanimously. <br />Byron Price introduced: <br />BILL 9079 – An ordinance amending Chapter 9.20 of the University City Municipal Code, <br />relating to offenses by or against minors, by repealing Section 9.20.020 thereof, relating to <br />curfew, and enacting in lieu thereof a new section to be known as “Section 9.20.020 <br />curfew”; thereby amending Section 9.20.020 so as to change the curfew time within a core <br />commercial district to between the hours of nine p.m. and six a.m. on all days; containing a <br />savings clause and providing a penalty. <br /> <br />
