Bill 9079 had all three readings. <br />Mr. Glickert moved to approve Bill 9079, and was seconded by Ms. Ricci: <br />Roll Call Vote was: <br />AYES: Mr. Price, Ms. Ricci, Mr. Kraft, Mr. Crow, Mr. Glickert, Mr. Sharpe, and Mayor <br />Welsch <br />NAYS: none <br />Bill 9079 as an emergency bill passed unanimously and became ordinance 6820. <br />Bill 9080 was not introduced. <br />Agenda item posted to rescind a vote by Council on June 7, 2010. <br />Mr. Kraft moved to rescind the June 7, 2010, vote of Council to hire a lawyer to review Bill <br />9074. Motion seconded by Ms. Ricci, and approved by a majority of Council with Nay <br />votes from Mr. Crow and Mr. Price. At time of vote, Mr. Sharpe was no longer present, <br />having been excused from the meeting at 6:50 pm. <br />Mr. Ricci moved to adjourn the Special session and continue back to the Study session, <br />was seconded by Mr. Glickert and was approved unanimously. <br />Mr. Crow was excused. <br />Study session continue with discussion on delinquent trash bills still outstanding. <br />Mr. Price stated that those that can’t pay are not able to come forward and communicate it. <br />Discussion continued on how to collect. There are 11,763 billing addresses with past due <br />bills, 342 properties where service has been cut off. Some parcels have never paid since <br />1983 when the system was installed. <br />Ms. Watson will bring a plan back for the indigent individuals. <br />Next agenda item was reducing FY 11 budget <br />Council asked Ms. Watson to come back with $300,000 in additional cuts for the Council’s <br />July 26, 2010, meeting. <br />Ms. Ricci asked if IT listed an additional employee as of the first of FY 11.
