<br />UNIVERSITY CITY AND CITY OF OLIVETTE <br />I-170/OLIVE JOINT REDEVELOPMENT TASK FORCE <br />MEETING MINUTES <br />APRIL 7, 2010 <br /> <br />The University City and the City of Olivette I-170/Olive Joint Redevelopment Task Force met on April 7, <br />2010, at 7:00 PM in the Council Chambers of the Olivette Government Center located at 9374 Olive <br />Boulevard, Olivette, Missouri. <br /> <br /> <br />ROLL CALL: <br /> <br />On roll call, the following members were present: University City Task Force members: Nova Felton, <br />Marc Jacobs, and Rod Jennings (arrived at 7:45 PM). City of Olivette Task Force members: J. Gregory <br />Carl and Lance Finland. <br /> <br />City of Olivette Mayor Missy Waldman was in attendance on behalf of City Council Liaison Jean Antoine. <br /> <br />Also in attendance: <br />University City staff member: Acting Director of Community Development Andrea Riganti. <br />Olivette staff members: City Manager T. Michael McDowell and Planning and Zoning Administrator <br />Carlos Trejo. <br /> <br />Also in attendance in the audience area were University City Mayor-elect Shelley Welsh and Council <br />Member-elect Stephen E. Kraft. <br /> <br />1. OVERVIEW OF DRAFT DEVELOPMENT PRINCIPLES <br />The Task Force reviewed and discussed the latest draft of redevelopment principles. Staff noted that <br />several revisions were incorporated reflecting the discussions following last month’s meeting following <br />Dan Hellmuth’s presentation. The primary revisions to the design principles included: <br /> <br /> stressing affordable residential base with mixed income living and housing pricing, <br /> <br /> “Strongly” encouraging LEED building certification and environmental sustainability <br /> <br />Discussion ensued over the phrases “common architectural identity” and “common architectural design <br />and site development standards”. Staff stated that the Task Force had a brief discussion over how these <br />phrases would be used. Staff noted that it appeared the Task Force was interpreting the phrases to <br />mean that the buildings would look the same. Staff noted that the intent of “common architectural <br />identity” and “common architectural design and site development standards” is to reinforce compatible <br />architectural design and consistent streetscapes. Following this discussion, the Task Force directed staff <br />to reword the aforementioned terms to state the following: “complimentary architectural design” and <br />“common architectural elements”. <br /> <br />Discussion ensued over the drafting of a zoning overlay. There was a consensus in the Task Force that <br />this be completed as soon as possible. Concern was expressed that a development could occur near the <br />interchange that could be contrary to the drafted design principles. Staff noted that the development of <br />an overlay district may take some time to draft and its application would also require the Task Force to <br />define preliminary boundaries of the Joint Redevelopment area. An overlay district would have to be <br />adopted by ordinance by both Council, requiring all impacted property owners to be notified and for each <br />City to hold a public hearing prior to adoption. Staff requested that if the task to develop an overlay <br />district is more complicated than currently assumed, the Task Force recommend to both Cities that a <br />development moratorium be considered. <br /> <br /> <br />2. URBAN LAND INSTITUTE’S TECHNICAL ASSISTANCE PROGRAM <br />Staff introduced Mark Levin. Chair of the Urban Land Institute-St. Louis District Council newly formed <br />Technical Assistance Panel Committee. Mr. Levin is also the City Administrator of Maryland Heights and <br />Director of the Missouri Economic Development Financing Association. A brief description of Mr. Levin’s <br />experience and education was read. <br /> <br />Mr. Levin provided a brief overview of the mission of the Urban Land Institute (ULI) and the ULI’s <br />Technical Assistance Program (TAPs).
