<br />UNIVERSITY CITY AND CITY OF OLIVETTE <br />I-170/OLIVE JOINT REDEVELOPMENT TASK FORCE <br />MEETING MINUTES <br />DECEMBER 9, 2009 <br />The University City and the City of Olivette I-170/Olive Joint Redevelopment Task Force met on <br />December 9, 2009, at 7:00 PM in Rooms 2 and 3 of the Olivette Community Center located at 9723 <br />Grandview Drive, Olivette, Missouri. <br />ROLL CALL: <br />On roll call, the following members were present: University City Task Force members: Marc Jacobs, <br />Rod Jennings, and City Council Person Robert Wagner. City of Olivette Task Force members: J. <br />Gregory Carl, Lance Finland, and Council Person Jean Antoine. <br />Also in attendance: <br />University City staff member: Acting Director of Community Development Andrea Riganti. <br />Olivette staff members: City Manager T. Michael McDowell and Olivette Planning and Zoning <br />Administrator Carlos Trejo. <br />1. PRESENTATION BY MICHAEL MINDLIN <br />Michael Mindlin of the Jacobs Group provided a power point slide presentation. The slide presentation <br />was similar to the presentation provided by Mr. Mindlin on May 11, 2009 during a joint meeting of both the <br />University City Council and the Olivette City Council. <br />A summary of Mr. Mindlin’s presentation is as follows: <br />The intent of the presentation was to assess redevelopment opportunities along the Olive Boulevard corridor. <br />Mr. Mindlin noted that a goal of the Task Force is to create an environment in which future “transactions” could <br />occur between both communities. The environments in which these “transactions” occur are the core of his <br />presentation. <br />He noted that cities operate at a level of social interaction, understanding how the world affects these <br />interactions impacts the sustainability of the surrounding environment. Being cognizant of and enhancing the <br />individual’s perspective of how this “transaction” occurs is key into what makes a great city. <br />Mr. Mindlin commended the two cities on their efforts to work together and plan for the future redevelopment of <br />this corridor. He noted the creation of this Joint Task force to develop a redevelopment vision is a good starting <br />point, but noted that once the vision is determined, a key component in making it happen is finding people <br />(development community) who have a proven record and have done developments of the sort envisioned. <br />Mr. Mindlin then discussed his thoughts on how to make great destinations, primarily through public “place <br />making”. He noted that public “place making” should be considered as a year round imperative. <br />Mr. Mindlin noted that job generation is a principle component in the sustainability of any redevelopment effort. A <br />discussion comparing Winghaven in O’Fallon and Newtown in St. Charles ensued. It was noted that the long- <br />term success of the retail component of each development will be pendent on support from those whom don’t <br />just live within the development boundaries. <br />Continuing the slide presentation, Mr. Mindlin noted that corporate campuses, universities, hospitals, and <br />amenities can all be “destination” experiences. Real communities, cities, and the “life on the street” experience <br />are dependent on job creation. <br />He noted that Task Force should think structurally about the things that will sustain a community. He noted <br />investment in infrastructure and amenities is crucial. They create sustainable values. <br />Mr. Mindlin noted that the task force needs to understand what is driving the real estate markets today. <br />Attracting and retaining a market for real estate is based on: employee amenities, being part of a real <br />community, values and lifestyles, diversity of residential choice, unique and authentic experiences, sustainability, <br />green values, entertainment, recreation, wellness and healthcare, education, and cultural diversity. <br />Mr. Mindlin discussed how to strengthen each community’s unique qualities. He noted that redevelopment <br />should not be limited by conventional real estate planning and “rules”.
