I-170/Olive Joint Redevelopment Task Force <br />Meeting Minutes: December 9, 2009 <br />Page 2 of 2 <br />He provided a couple of slides that illustrated possible development scenarios based on each communities <br />unique qualities and history that he felt would be complementary. On the University City side, he illustrated a <br />dense urban “uptown” redevelopment. The development vision builds on the City’s history and urban qualities. <br />The vision builds upon the hard earned success of University City, creating something dense, urban, and more <br />upscale than the “Loop”. To differentiate the area from the “Loop” or current marketplace and create a second <br />great “experience”. <br />On the Olivette side, he illustrated a new town “resort lifestyle” redevelopment. The development vision builds <br />on Olivette’s suburban qualities and park settings. The vision might focus on the values of the community into a <br />new exciting expression. Create Olivette as a destination given the amount of developable land bordering the <br />interchange, including existing industrial areas to the northwest and residential areas to the north. <br />He noted that the Task Force efforts lead to the creation of a new Midwest destination. This vision organizes <br />both cities into one idea, with a dense and commercial University City complimenting a suburban lifestyle of <br />Olivette. He noted where outside the University City “Loop” is there a family destination and where is there a <br />suburban downtown organized by an urban park. <br />He concluded his presentation with his opening statement in which he noted “creating value by creating place”. <br />He noted that Task Force should think structurally about the things that will sustain a community. He noted <br />investment in infrastructure and amenities is crucial. They create sustainable values. <br />2. DISCUSSION WITH SAINT LOUIS COUNTY ECONOMIC COUNCIL REPRESENTATIVE <br />David Leezer, Vice President of the Economic Collaborative for the St. Louis County Economic Council, <br />attended the meeting. He observed Mr. Mindlin’s presentation and participated in the Task Force <br />discussions regarding Mr. Mindlin’s presentation. <br />3. OTHER DISCUSSION ITEMS AS BROUGHT FORWARD BY TASK FORCE MEMBERS: <br />Discussion ensued over the current real estate development market. Mr. Mindlin commended both <br />communities for beginning the process to develop redevelopment plans for the area while market <br />conditions have slowed. He noted the planning efforts of both communities would put University City and <br />Olivette ahead once market conditions improve. <br />Discussion ensued over limiting developments along Olive Boulevard, near the Olive and I-170 <br />interchange, until a redevelopment plan is adopted. The Task Force deferred further discussion on <br />limitation until the next scheduled meeting. <br />Task Force members thanked Mr. Mindlin and Mr. Leezer for their participation. <br />4. SCHEDULING OF NEXT MEETING: <br />The Task Force requested that City staff coordinate the scheduling of the next meeting in January. <br />Wednesday’s were noted as the date of preference. <br />5.
