MINUTES OF UNIVERSITY CITY COUNCIL <br />STUDY SESSION <br />JULY 26, 2010 <br />The Council Study Session, held in the EOC Room of the City Hall, on Monday, July 26, <br />2010, was called to order at 5:30 p.m. The following members of the Council were <br />present: <br />Mr. Arthur Sharpe, Jr. <br /> Mr. ByronPrice <br />Mr. Michael Glickert <br />Ms. Lynn Ricci <br />Mr. Terry Crow <br />Mr. Stephen Kraft <br />Mayor Shelley Welsch was excused. <br />Also present was the Interim City Manager Janet Watson. <br />The study session was given an update on the I-170 & Olive Joint Task Force and <br />Councilmember Price asked to discuss allocating money for the Food for the Hungry. <br />Mayor Pro-tem Sharpe asked if there were any questions on the Council agenda for this <br />evening. <br />Mr. Glickert asked what encompassed an adult daycare center for the Kings Outreach <br />Adult Day Care Center. He inquired if the adults were supervised as would be in a child <br />day care center as there is a pub next door to it. Interim Community Development Director <br />Andrea Riganti stated that it would require state licensing and would have to meet all state <br />regulations. <br />Interim City Manager Janet Watson said that she was asking what the pleasure of the <br />Council on the changes being made to the Fire MOU and the Kingsland Walk agreements. <br />Se stated that the City Attorney Mr. Mulligan said the change is not in the ordinance itself <br />but rather in the Agreement associated with the ordinance. <br />Mr. Kraft asked if the Council had input on the design and equipment for the park. Ms. <br />Watson stated that it goes to the Park’s Commission but not in front of Council. The City is <br />funding it for $17,000 the grant funds $280,000 and ten percent is funded by the school <br />and local fund raisers. <br />Interim Community Development Director introduced the chair of the I-170 & Olive Joint <br />Redevelopment Task Force, Marc Jacob and member Rod Jennings. They gave an <br />update of what the Task Force has done and what things will be brought back to Council in <br />the next several months. The Task Force is comprised of eight members: a member of <br />City Council, a member of the Plan Commission and two at-large members equally from <br />University City and from Olivette. Some of the work done to date is the drafting of the <br />redevelopment principals: defining development as economical sustainable with a mixture <br />of land use, cultural amenities, development should have a strong anchor, should have <br />complimentary architectural elements, be walkable, etc. The Task Force has also been in <br />conversation with the Urban Land Institute, technical assistance program, possible to <br />engage that body to do some detailed analysis.
