Therefore in the <br />near future the Task Force will be bringing a resolution to both City Councils to ask for <br />support. The boundaries of the area have yet to be defined. They are looking at possible <br />creating a master plan. The Task Force was created for a six month time frame but has <br />been extended by both Councils. <br />Marc Jacob said they were present to ask any questions Council may have. He talked <br />about the overlay explaining that what is done in one municipality would complement the <br />other. <br />Mr. Sharpe asked about boundaries; does this mean north and south or east and west. <br />Mr. Jacobs said they are comfortable with the east and west boundaries but north and <br />south will require more in depth discussion. Mr. Jacob stated that the farther north and <br />south you can go it would loan to a better quality development. <br />Mr. Glickert noted that Mr. Jacob had talked about an anchor and wanted to know what the <br />Task Force had in mind. Mr. Jennings stated that they wanted to be unique and not the <br />standard big box retailers. He said they are really talking about mixed use. Mr. Jacob <br />stated that the real estate market today is not in any conditions for them to imagine what <br />will come. He said there has been talk about having a stronger residential base on U City <br />side and commercial on Olivette side. Mr. Jacobs said there is hope of a Metro stop being <br />put in there and a bike trail is to extend through the area by next year. The overlay plan <br />will allow additional planning time while the market readjusts. Looking for quality <br />sustainable development; mixed income housing; destination, something good for children; <br />take train to work and go across the street for dinner at the local restaurant. <br />Ms. Ricci asked what the total acres it encompassed and the number of people in the <br />defined area in U City and Olivette, if there were special challenges in the area as flood <br />plain, state or county ownership of any portion. Mr. Jacob said he was not aware of any <br />challenges with state or county ownership and was not aware of any being in a flood plain. <br />He stated that at the moment the area only included the rental apartments. Ms. Ricci said <br />the JDD (Joint Development Overlay District) is a new term for her and asked if there is <br />someone who has used this in order to get more information about it. Ms. Riganti stated <br />there are other instances where there are multi-jurisdiction zoning districts but would be <br />unique to the St. Louis area. She could provide examples of others Ms. Ricci stated that U <br />City has a lot of residents and skills they could bring to this committee and thought four <br />representatives was a little small. Mr. Jacobs said if Council deemed fit to expand the <br />commission he had no personal objections so long as it does not become a group that <br />would be hard to schedule. He noted that they do have public comment period at the <br />meetings. Ms. Ricci asked if they had considered applying for grants and Mr. Jacob said <br />they are on the East West Gateway mailing list and they do most of the regional planning <br />grants. Ms. Ricci asked Ms. Riganti if the City is working on their five year comprehensive <br />plan and if this is going to be incorporated into it. Ms. Riganti agreed it would happen this <br />year. <br />Mr. Price asked about the funding for Mt. Gideon Feed the Hungry program. Mr. Watson <br />stated that a request for $3,000 was made through the CDBG grant but it was denied so <br />the City funded it in FY 08 and 09 but did not in FY 10. Mr. Price noted that when visiting <br /> <br />
