Department of Community Development <br />6801 Delmar Boulevard, University City, Missouri 63130, Phone: (314) 505-8500, Fax: (314) 862-3168 <br />July 29, 2010 <br />Joyce Pumm, City Clerk RE: Application for Conditional <br />City of University City Use Permit #P100010 <br />6801 Delmar Boulevard 6717 Vernon Avenue <br />University City, MO 63130 <br />Dear Ms. Pumm, <br />At its regular meeting on July 28, 2010 at 6:30 p.m. in the Emergency Operations <br />Center of City Hall, 6801 Delmar Boulevard, the City Plan Commission <br />conducted a public hearing on an application by Loretta Collins, DBA: Royalty in <br />Full Bloom, for a conditional use permit to allow an adult day care facility in the IC <br />– Industrial Commercial District. Day care centers are a conditional use in the IC <br />District (Section 34-38.4 of the Zoning Code). <br />The Plan Commission recommends approval of the application subject to the <br />following conditions: <br />1. The operator of the business shall regularly police the site to remove litter <br />and debris. <br />2. Outside storage of rubbish and garbage shall be in suitable, covered, <br />containers and shall be located so that such containers cannot be seen <br />from adjacent streets or properties. Where such containers cannot be so <br />located, the containers shall be screened from view from all four sides with <br />a masonry fence having a minimum height of six feet but not more than <br />eight feet. <br />3. Lighting of all exterior areas, including all parking areas, shall be designed <br />to be compatible with surrounding areas and be shaded to direct light <br />downward and away from abutting uses, properties, and streets. <br />4. A sign permit will be required prior to the installation of any signage by the <br />tenant. <br />ÉÐ3£ø 2 <br /> <br />
