Session 1708, Minutes <br />October 13, 1997 <br /> <br />calendar, because he does not see the need for it. He asked for some justification, <br />because it looks as if the City is penalizing people who are using these facilities for <br />being non-residents. He would like to discuss this issue further and where the City <br />is going with fees on park services. <br /> <br />Mr. Ollendorff said that the Park Commission has considered this a couple of times. <br />They recommended this fee earlier. The Park Commission feels strongly that we <br />should be charging the extra fee for non-residents who do not pay in taxes towards <br />this facility. <br /> <br />Mr. Schoomer asked if the use by non-residents is of such a degree to require a fee <br />increase. Mr. Ollendorff asked Assistant City Manager Gregory Rose to answer Mr. <br />Schoomer's question. Assistant City Manager Rose said that the reason for the <br />additional fee was simply to move the City closer to a break even point on the <br />Recreation Facility. The facility is recognizing a significant deficit, as illustrated in <br />the City's budget. <br /> <br />Mr. Lieberman asked if this fee raise could be classified as either a penalty or a fund <br />raising device. Mr. Rose said that he would not look at it as a penalty. He thinks <br />that the fee raise would make the playing field more level. If you are a non- <br />resident, you do not have to pay taxes, so your fee will be increased. <br /> <br />Mr. Munkel moved approval of the fee increase. Mr. Schoomer seconded the <br />motion, which carried unanimously. <br /> <br />AGENDA NO. 2: LIQUOR LICENSE - 6920 OL!VE/SCHNUCKS: <br /> <br />Mr. Ollendorff said that Schnucks is requesting approval of their liquor license for <br />their new store on Olive and approval is recommended since they meet all the <br />requirements of the City ordinance. They also agreed to restrict where, in the <br />store, they will sell the alcoholic beverage. <br /> <br />Mr. Munkel moved approval of the liquor license for Schnucks. Mr. Ware seconded <br />the motion. <br /> <br />Mr. Lieberman asked what kind of restriction Schnucks agreed to under the site <br />plan. Mr. Ollendorff replied that there will not be any displays near the front door. <br />They agreed to a certain square footage of the store to be devoted to <br />liquor/alcoholic beverage sales. He believes they also agreed not to break six packs <br />into individual containers. Mr. Lieberman asked if there were any restrictions on <br />hours. Mr. Ollendorff said that they did not restrict hours and their license would <br /> <br /> <br />
