Session 1708, Minutes
October 13, 1997

Mr. Ollendorff added that the house in question is in a different block from Dr.
Williams' residence. The setback is measured in each block, on each side of the
street. His home is on the side of the street with homes that have smaller front
yards than the property he is bringing before Council.

Mr. Schoomer wished to recommend the Board of Adjustments as an avenue of
appeal for Dr. Williams. Mr. Schoomer moved denial. Mr. Munkel seconded the
motion, which carried unanimously.

AGENDA NO. 4 - ARCADIA STREET CLOSURE:

The Council received a petition from several residents on Arcadia, basically to
control all thru traffic on their street. Their favored solution would be to close the
street. The Traffic Commission agreed with that request. Mr. Ollendorff suggests
that there are other alternatives that would not put all the traffic on adjacent
residential streets. Feedback was obtained from the residents on Arcadia
concerning the alternatives. The majority of the respondents would like to try a "no
thru traffic' sign at Partridge and Pennsylvania as a first step.

Mr. Sharpe asked for clarification of what exactly "no thru traffic" would entail.
Mr. Ollendorff replied that people could not enter Arcadia from either the east at
Pennsylvania or from the west at Partridge and drive all the way through.
Responding further to Mr. Sharpe, Mr. Ollendorff said that there would be
appropriate signage at both ends. The police would monitor. This would cut out
people using Arcadia as a short cut.

Mr. Lieberman asked how long this experiment would go on. Mr. Ollendorff said as
long as Council wished.

Mr. Sharpe asked if these signs would be temporary. Mr. Ollendorff responded that
these signs would be regular street signs, but recognizing that this would be a trial
basis, the signs could come down if need be.

Mr. Ware moved to approve the "no thru traffic" signs on Arcadia between
Partridge and Pennsylvania on a trial basis, monitored by Police, which will be
reviewed by staff and brought to Council again in a few months. Mr. Munkel
seconded the motion. Mr. Schoomer moved an amendment to bring the issue back
in March 1998. Mr. Sharpe seconded, which carried unanimously. The major
motion passed unanimously.

Mr. Lieberman asked Mr. Ollendorff to prepare the necessary legislation.
